ARES is seeking a Procurement Analyst to provide day-to-day administration of strategic sourcing vehicles for the Enterprise Business Management Office (EBMO) in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency’s enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA’s message, eMITS integrates services for NASA IT and provides NASA’s communication to the outside world. JOB DESCRIPTION / FUNCTIONAL RESPONSIBILITIES:
- Engage with customers to understand and clarify their IT acquisition requirements.
- Collect and verify funding information for day-to-day acquisitions and Agency-Wide renewal actions.
- Communicate information about processes to internal and external stakeholders and provide status updates throughout the acquisition lifecycle.
- Actively track and monitor all customer requests, including their status by contract/agreement.
- Efficiently coordinate the annual renewals of consolidated hardware and/or software maintenance.
- Provide accurate and timely purchase requisition documentation to the relevant parties.
- Monitor Purchase Requests (PR) status and communicate with stakeholders to ensure timely award.
- Convert customer requirements into official requests for quotes in accordance with the applicable
- contract/agreement terms and conditions and standard operating procedures.
- Create estimates for customers under the subsequent year’s true forward enterprise agreement process and communicate expectations for funding.
- Provide materials about the applicable hardware or software enterprise agreement to new
- customers.
- Add new customers to communication distribution lists.
- Create and manage team Standard Operating Procedures.
- Identify trending issues and escalate as required.
- Generate and distributed required reports to the appropriate stakeholders.
- Provide recommendations that include process improvement, automation opportunities, data collection, community of practice management, communicates and integrations with other teams.
- Provision customers with logical access to team managed assets that utilize the NASA Asset Management System.
- Coordinate the removal and addition of asset-specific roles, users, and virtual accounts in required workflows.
- Work with asset managers to provide requisite customer and asset information for manufacturer specific portals.
- Remote, hybrid, and onsite positions the employee bears travel costs to nearest NASA Center for badging and issue of NASA IT equipment.
EDUCATION AND PREVIOUS WORK REQUIREMENTS:
- BS or BA in any field, 10 years of related experience.
EXPERIENCE/COMPETENCIES/SKILLS:
- Minimum Requirements: · Proven experience in IT acquisitions.
- Experience managing IT assets in a cloud-based application such as ServiceNow.
- Advanced proficiency in Microsoft Excel and Microsoft Teams.
- Strong organizational skills with a commitment to process improvement and operational excellence. · Ability to work independently as well as collaboratively in a team.
- Strong interpersonal and communication skills, with the ability to engage with a variety of stakeholders.
- Exceptional attention to detail with the ability to manage multiple tasks and deadlines effective
- Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, One Drive), SharePoint, and Box.
Preferred Qualifications:
- Experience understanding IT hardware configurations.
- Knowledge of IT asset management best practices.
- Federal Acquisition Regulation (FAR) knowledge
