The EIS Developer/Lead will provide Operations & Maintenance (O&M) support for the Space Force Electronic Information Systems (EIS) at Los Angeles Air Force Base. This role involves managing and maintaining the OpenText Content Server Suite to facilitate document management, electronic records management, and secure external collaboration with industry partners. The position requires extensive knowledge of Microsoft SharePoint Online (SPO) and OpenText Content Server to ensure system availability, functionality, and compliance with Air Force (AF) and Department of Defense (DoD) standards.

Education: A bachelor’s degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science from an ABET-accredited or CAE-designated institution fulfills the educational requirement for this position.
Clearance: A Top Secret or Secret security clearance is required, with TS/SCI preferred.

Certifications: FITSP-O, GICSP, CASP , CCNP Security, CISA, or SSCP

Key Responsibilities Include
- System Operations & Maintenance (O&M): Operating, maintaining, and upgrading EIS systems to ensure a 99.9% availability rate for all components under contractor control. Ensure compatibility with AF and DoD IT standards, submit and resolve EIS tickets in accordance with Service-Level Agreements (SLAs), and track and report EIS system metrics following required guidelines.
- Administration of SharePoint Online and OpenText Content Server: Maintaining the information architecture and permission model of the SSC SharePoint Online presence. Utilize SPO as a portal to facilitate access, collaboration, and workflow automation while managing the mySSC portal and web applications for SSC PEOs and Staff Organizations.
- Process Automation and Business Process Management: Developing and enhancing automated business processes within Content Server and SharePoint, ensuring that 90% of process engineering tasks are completed on schedule with minimal rescheduling. Conduct integration testing to verify data integrity and interoperability across systems.
- End-User Training and Support: Providing EIS end-user training, including Livelink user training for new employees and refresher training as needed. Determine the most effective training format (classroom, online, video, or one-on-one) based on user needs, and develop and update training materials based on feedback and evolving technology.
- Documentation and Compliance: Maintaining version control, user guides, training materials, software documentation, audit logs, and change logs. Ensure all documentation adheres to Capability Maturity Model Integration (CMMI) standards and coordinate with customers to validate the list of approved EIS applications annually.
- Integration and Migration Support: Assisting in the migration of existing SSC EIS systems to modern cloud-based solutions. Evaluating potential system migrations from OpenText Content Server to alternative content management platforms and supporting the Integrated Master Schedule (IMS) system, which includes Microsoft SharePoint and Project Server 2016.
- The EIS Developer/Lead position requires expertise in managing enterprise content systems within a DoD environment, specifically supporting Microsoft SharePoint Online (SPO) and OpenText Content Server.
- Candidates must meet the DoD 8140 Cyber Workforce Work Role as a Knowledge Manager and Systems Administrator, ensuring compliance with DoD security and operational standards.
- Candidates must also obtain or meet the DoD Cyber Workforce Framework Qualification Matrix for Knowledge Manager at the Intermediate or Advanced level.
- A minimum of ten (10) years of relevant experience in Enterprise Content Management (ECM), SharePoint administration, and knowledge management is required. Candidates must demonstrate experience in managing content and electronic records using OpenText Content Server and SharePoint Online, developing and automating workflows, and providing end-user training and technical assistance on these platforms.
- Expertise in managing system permissions, user roles, and access control models in alignment with DoD security policies is essential. Candidates must ensure compliance with DoD cybersecurity and records management requirements.
- Responsibilities include maintaining a 99.9% system availability for EIS platforms, tracking and resolving system tickets within SLAs, and ensuring compliance with DoD, Air Force, and Risk Management Framework (RMF) cybersecurity policies. The candidate will develop and implement automated workflows within SharePoint Online and OpenText, conduct integration testing, and maintain documentation of system enhancements.
- End-user training and support duties include developing training materials, user guides, and best practices while providing on-demand technical support and one-on-one VIP training for SharePoint Online and OpenText Content Server users.
- The role also requires implementing DoD cybersecurity controls to secure classified and unclassified data, conducting periodic security assessments and vulnerability scans, and ensuring compliance with DoD 8140 Knowledge Manager and DoD 8570 cybersecurity workforce requirements.
- Collaboration with DoD agencies, SSC stakeholders, and IT teams to enhance enterprise collaboration tools, assist in potential migration planning, and support SharePoint Online enhancements for Department of the Air Force 365 (DAF365) is essential.
- Certifications such as DoD 8570 IAT II or IAM II (e.g., Security , CAP, CISSP, or equivalent) are preferred.
- Additional technical skills in Power Automate, Power Apps, SQL Server, and Power BI, along with familiarity with Agile development methodologies and CMMI standards, are highly desirable.
- Experience with Microsoft 365 cloud environments and data migration strategies is also preferred.
