Description
Argus Consulting is seeking a qualified individual to fill a full-time, on-site Owner’s Representative/Project Manager (OR/PM) position at LaGuardia Airport (LGA) in Queens, New York. The OR/PM is the face of Argus Consulting to its clients and stakeholders. The OR/PM will work as part of a team responsible for the execution, technical, quality, and communication aspects of the projects and tasks assigned to them. The OR/PM is the person at Argus who directly affects project success by managing the project scope and meeting project budgets and schedules. The OR/PM is also responsible for building and maintaining stakeholder relationships through communication, quality, and timely execution of the work. Travel required occasionally. Be an owner. Responsibilities:
Stakeholder Management
Always develops and maintains stakeholder relationships by:
- Understanding the stakeholder’s needs – Doing your homework in preparation for meetings, active listening and collecting feedback.
- Building trust – Establish a positive relationship with the stakeholder based upon trust, delivering on promises, and transparency.
- Regular and effective communication – Maintain ongoing communication with Argus’ staff and stakeholders to provide updates on status, milestones achieved, and deviations from the original plan to avoid surprises. Actively seek feedback to identify areas for improvement and implement corrective actions.
- Problem resolution – Proactively address issues, challenges or conflicts that may arise in a collaborative atmosphere to mitigate risks to the project’s success.
- Assesses issues, distills them into clear, concise summaries that identify and evaluate solutions, and present actionable insights to the stakeholders for informed decision-making.
Project Execution
Technical Competence:
- Develops and maintains a firm grasp of technical aspects of our work as appropriate to interface with the Argus project team and coordinate with stakeholders.
- Ability to leverage knowledge of the firm’s Subject Matter Experts to inform solutions for technical issues.
Coordination/Communication:
- Participates in routine internal coordination meetings to keep the Argus and project teams organized and up to date.
- Produces and distributes meetings minutes to maintain accountability, provide clarity on status and next steps, and to track progress
- Responsible for maintaining the project and task schedule and budget.
- Coordinates with the Argus and stakeholder teams, holds kick-off meetings, progress meetings and site visits to ensure the teams meet the established project scope, deliverables, schedule, and budget.
- Develops and issues appropriate project updates and presentations when and as requested.
- Fully executes agreed upon scope of work, scope of services, deliverables, and monitors project assumptions and exclusions.
Quality Control and Risk Mitigation:
- Proactively identifies areas of potential risk (internally or externally) and implements plans to reduce risk exposures.
Project Financial Performance
- Ensure assigned projects and tasks are completed on time and within budget.
- Reviews and approves invoices from subconsultants, ensuring fees are for earned value and within agreed budget.
- Monitor project budgets and schedules.
Owner’s Representation
- Observe, monitor and document daily construction, and testing activities of all project stakeholders.
- Regularly communicates with Argus team, stakeholders, clients, contractors, authorities having jurisdiction, and other project stakeholders.
- Participate in regular construction coordination and other on-site meetings
- Monitor quality assurance efforts to ensure compliance with contract documents.
- Support project management and project controls staff in managing program budgets and reviewing contractor pay applications and change orders.
- Assist with document control activities.
- Support construction administration services by receiving, reviewing, and processing responses to RFIs, submittals, substitution requests and other documents generated in the field.
Qualifications
Qualifications
- B.S. Degree in Engineering preferred. Technical or construction management background with applicable experience accepted.
- Have at least 5 years of engineering or related consulting engineering experience.
- Demonstrate a minimum of 5 years of construction experience with fuel system construction experience preferred.
- Professional Engineering registration preferred but not required.
- Excellent communication and interpersonal skills and experience managing or directing project teams.
- Ability to manage a diverse, multiple, and concurrent technical and management tasks.
- Ability to motivate teams to collaborate and produce high quality materials.
- Ability to lead with a high degree of emotional intelligence and ethics.
- Ability to read and understand project documentation to include design drawings, specifications and code/standards.
- Familiarity with construction safety requirements including but not limited to OSHA regulations set forth in 29 CFR 1926.
- A valid driver’s license with good motor vehicle report
- Ability to obtain and maintain Port Authority of NY & NJ Security Identification Display Area badging clearance and DR1 driving privileges.
- Maintain sufficient mobility, awareness, and coordination to safely navigate job sites and Airport Operations Areas
- Occasionally, able to work off-hour shifts, to include overnight schedules, to support project construction, as needed.
Salary Range $135,000-$141,000
