Job Summary :

Under general direction of the Regional Manager, manages the daily operations of a recreational, historic or natural resource park with varied features and amenities, and ensures public safety by enforcing Park rules and regulations. Responsible for the park administration; including instructing, training and counseling subordinate staff and volunteers performing a variety of park tasks as well as problem solving and park decision making. Takes lead in the development, construction and maintenance of exhibits and interpretive programs pertaining the the park. Champions continuous improvement personally and with all park staff. Must be able to work weekends and holidays and possibly relocate to another state park seasonally and / or permanently on a periodic basis.

Job Duties :

Park Operation Management :

  • Responsible for the daily administration and operations of Fool Hollow Lake Recreation Area.
  • Oversight of all aspects of the Park Operations, customer service, interpretive planning, overseeing and participating in the development of the Park operating budgets, including appropriated, non-appropriated and leveraging federal grant funding, appropriate staffing and Parks Board directives.
  • Operates park with a business acumen and entrepreneurial spirit that focuses on revenue generation, cost effectiveness, resource protection, interpretive education, safety and innovation.
  • Responsible for coordinating special events, programs and commercial activities.
  • Performs maintenance on buildings and grounds initiating preventative care.
  • Supervises subordinate staff and / or volunteers in similar tasks.
  • Leadership, Supervision and Staff Development :

  • Empowers and leads supervisors to problem solve, manage staff and build strong teams.
  • Develops and mentors staff using the best management practices and setting leadership examples through positive workplace culture initiatives.
  • Provide analysis and recommendations for key Park issues, operations and budgets.
  • Reviews and makes recommendations of current policy, principles and laws pertaining to Park operations, protection of natural, cultural and environmental resources, agency funds, capitol projects, grants and financial reporting.
  • Creates and monitors employee schedules, time-cards and approves leave requests.
  • Evaluates employees through a performance management process and maintains standards of expectations, recognition, accountability, and disciplinary action when necessary.
  • Seeks training for employees that improve the chances for betterment and promotion.
  • Work closely with Human Resources to respond to employee issues, workplace concerns.
  • Assists and performs human resource related duties to include recruitment, hiring, training and developing staff.
  • Strategic Planning and Development :

  • Provide strategic guidance and oversight for the park in relation to developments, planning, budgets, policies, procedures, rules, annual operating procedures, natural resource and facility management. Ensure park adheres to federal, state & agency laws, statutes, policies and procedures.
  • Responsible for oversight and representation for park maintenance, construction and improvement projects including grounds, buildings, equipment, trails, roads, etc.
  • Establish maintenance standards and expectations for repairs, on-going / preventative maintenance, and projects necessary to meet needs of park resources, visitors and staff.
  • Strategic thinking for the organization to maximize the mission outcome.
  • Champions continuous improvement projects to identify waste and develop revised processes to increase work product efficiency, quality and output.
  • Ensures visual management tools are being properly used by staff.
  • Customer Service & Communication :

  • Communicates via telephone and in writing to the Regional Manager and / or Chief of Operations about the park, advising in operational, personnel and budget issues.
  • Research and prepare reports on various aspects of park operations, maintenance and visitor services. Investigates and responds to visitor comments in writing, in-person or via telephone. Responds to general correspondence and to local media inquiries.
  • Responds to employee issues. Provide excellent internal customer service within Parks and the State Agency.
  • Budget Management & Procurement :

  • Oversee park operating, donation and other related budgets.
  • Adhere to procurement, accounting and record keeping standards, policies, reports and practices.
  • Advise Operations, Development and Fiscal Management for future expenditure and emergency expense needs.
  • Directly responsible for expenditures and accountability of park operating funds.
  • Community Outreach & Engagement :

  • Collaborate, foster and maintain a a positive relationship with visitors, guests, stakeholders and end users on behalf of the park.
  • Attends and actively participates at stakeholder, community meetings, committee panels, and seminars as needed.
  • Ensures that mission objectives are met by aligning staff and end users toward common goals. Keep parks operating safely and within the law including protection of environmental, cultural and natural resources.
  • Responsible for developing partnerships with external organizations such as chambers of commerce, special interest groups, media, elected officials, and local, state and federal government agencies.
  • Other duties as assigned as related to the position.

    Knowledge, Skills & Abilities (KSAs) :

    Knowledge of :

  • Outdoor recreation and park management, complex safety, security, sanitation, operation-maintenance, and public relations procedures and practices. Park safety and education information. Security matters, state laws, department policies, facility operational standards, and emergency response procedures. Facility procedures. Supervisory skills relevant to supervising employees and volunteers and special assignment personnel. Employee Public Health and Public Relation tasks. Knowledge of fees and revenue functions, general office procedures and outdoor parks and recreation. May require knowledge of Arizona Revised Statutes and law enforcement techniques.
  • Skill in :

  • Using logic and reasoning to identify alternative solutions, conclusions or approaches to problems; communicating effectively both verbally and in writing; motivating, developing, and directing people as they work; time management and organizational skills; controlling operations of equipment or systems. Understanding and using various communication styles; building professional relationships; collaboration with other work groups or organizations; public speaking and presenting to groups of various sizes; problem solving using AMS techniques.
  • Ability to :

Work holidays, nights, evenings, days and weekends. Communicate effectively with employees and the public. Maintain park facilities and equipment. Write reports and letters. Create and track park budget. Operate a vehicle or radio. Attend overnight meetings or trainings. Identify and correct safety hazards. Effectively communicate via cell phone, telephone and other electronic means. Maintain current Arizona State Class D Driver license. Supervise and maintain an efficient team environment with adequate staffing. Communicate concisely, both verbally and in writing; exercise good judgment while working under pressure during emergency situation. Apply management and supervision principles and techniques. Establish and maintain work relationships. Interpret policy. Use deductive reasoning in applying general rules to specific problems to produce the best solutions or actions. Work independently. Be an effective management team member and correctly convey the management directions to subordinate employees. Resolve conflicts or issues as they arise with customers and staff. Interact effectively with a wide variety of customers visiting the facility and successfully meeting their needs. Develop and teach training curriculum for customer service, park safety, park operations.
  • Selective Preference(s) :

    An ideal candidate would have Bachelors Degree in the area of Park Management, Natural Resource Management, Recreation, or closely related field.

    Experience in park management, managing staff, budget, park operations and volunteers will be considered.

    Pre-Employment Requirements :

    Must obtain and / or possess an Class D AZ Motor Vehicle driver's License.

    Obtain CPR / First Aid / AED Certification within 90 days
