The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Network Development and Recruitment Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties :
Essential Duties and Responsibilities include but are not limited to :
- Oversee and coordinate statewide development and recruitment activities, gather info necessary to assist the existing and potential / qualified vendors(QV). Develop systems and / or processes to ensure efficient allocation of resources and services within the budget allocation. Design, develop, recruit and implement services to meet the needs of members, including requisite policy, procedure in a managed care environment.
- Ensure Network staff has updated information regarding Division policy and contractual requirements for all purchased services and that QVs understand these requirements. Assigned AHCCCS / ALTCS contractual deliverables and those assigned to subordinates as applicable tracking assignments, using data to track / analyze progress and assess the quality of assigned deliverables / services.
- Meet with providers, advocacy groups, and qualified vendors / providers to develop collaborative relationships to broaden understanding of the contract system. Present at provider, management and stakeholder meetings. - Responsible to identify network recruitment and development initiatives, marketing strategies, and identify opportunities for process improvement. Supervise subordinate staff. Lead, hire, train, mentor, coach, and evaluate staff to implement the priorities of the Division. Assign work tasks.
- Establish a State-wide recruitment plan for current state and anticipated growth in population and identify provider / vendors based on existing and anticipated consumer population and services needs on a aggregate basis. Develop systems and / or processes for programs and services to comply with Federal and State regulations / requirements.
- Manage the direct supervision of the Network Development and Recruitment supervisor and other direct and indirect reports. The position is required to implement the concepts of the Arizona Management System (AMS). Develop, implement and analyze development and recruitment metrics to ensure data to inform network sufficiency.
- Develop systems and / or processes to ensure oversight of provider recruitment and adherence to applicable rules; Develop systems and / or processes for monitoring of service providers as required by rule, policy, contract, and / or statute; Provide technical assistance to provider organizations and individual, independent providers; Ensures accuracy, timely compliance; Develop strong relationships with existing and potential providers / QVs by providing consistent and accurate communication including internal and external customers. Conduct QVs orientations to address contract requirements. Collaborates cross-functionally on system changes, complex issues and continuous improvement strategies to ensure providers issues are resolved.
