Job Summary:

This position, under the general direction of the Branch Chief of Health Care Institution Licensing, is responsible for assisting with the overall management and direction of the specific statewide licensing system, including the issuance of licenses, oversight of compliance and complaint surveys, enforcement and technical assistance. Directs the strategic planning and development, coordination, implementation and evaluation of all processes within the Bureau. Works with a variety of stakeholder groups, including other state agencies, trade associations, legislators, providers and the community at large. Responsible for the overall development

and implementation of policies and procedures, rules and legislation. Has overall authority for recruitment, hiring, orientation, ongoing training, retention and other personnel actions. Oversees the Bureau budget including all revenue activities such as billing and collections, operational spending and personnel services. Manages the state agency performance measures related to Behavioral Licensing and provides direction and oversite of the Arizona Management system for Behavioral licensing including information management systems to provide data, measurement and quality improvement. Represents the Department at meetings with health officials from the federal government, representatives from other state agencies and community groups and health professionals. Major policy and programmatic decisions as discussed with the Branch Chief and Assistant Director of the Department of Health Services. Implement contracts as approved by Procurement. Employee will be expected to make independent decisions and Judgments based on their education, experience and training; this position maintains and shares information and data of a very confidential nature.

Job Duties

Overall development, management and direction of the statewide Behavioral Licensing Bureau and processes and supervises and manages programs that license Behavioral facilities.

Directs the strategic planning and development, coordination, Implementation and evaluation of all processes within the Bureau.

Provides direction and oversight of the Arizona Management system in Behavioral Licensing.

Develops and implements policies and procedures as related to the state wide Behavioral Licensing Bureau.

Works with a variety of stakeholder groups within the private and public sectors as related to the statewide Behavioral Licensing program.

Oversees the human resource function within the Bureau.

Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:

  • Broad range of knowledge and understanding of statutes and rules, program administration and management including specialized knowledge relating to planning, organizing directing and controlling/ coordinating Behavioral regulatory activities.
  • Comprehensive knowledge of inspection and investigative methods, procedures and


techniques; data collection, research and statistical methods; contemporary trends and

practices of medical and behavioral health care systems and service delivery; program

evaluation, health care policy, licensing requirements, patient confidentiality, and

HIPAA.

  • Working knowledge of division and department policies and procedures


regarding procurement and personnel, survey and· enforcement methods.

  • Proficient knowledge of health care systems, state and local legislation and


regulations as they relate to the Division of Licensing and Public Health; quality

assurance methodologies and changing trends In public health and health delivery

systems.

  • Administrative methods and procedures including personnel management, budget


procedures and program planning.

  • Knowledge of Performance Management (PM), and Continuous Quality Improvement


(CQI) and Lean methodologies.

Skill In

  • Extensive skill in interpersonal relations as


applied to contacts with health care providers of licensed/certified/unlicensed health care

services and/or programs.

  • Evaluating and interpreting established statutes and rules and providing technical


assistance to licensees; observing and evaluating consumers, clients, residents and/

or patients for signs of neglects and/or abuse; observing facilities and providers for

violations of standards; utilizing interview and investigative techniques for both adults and

children, essential for evaluating services and complaint investigations of alleged

physical, sexual and/or emotional abuse.

  • Personnel skills derived from Program and Office management.
  • Organizational skills to determine and develop efficiencies.
  • Educating health care licensees on a variety of topics, including those of discipline


and abuse, disease prevention, records maintenance, supervision, safety, nutrition

and dispensing of medication, sanitation and transportation.

  • Effective communication skills.
  • Analytic skills to interpret data to identify program needs, and establish appropriate


program goals and objectives. Interpersonal skills including public speaking, media

Interaction, and for managing staff. Academic educational background Is necessary for acquiring the clinical, public health, behavioral health, and technical skills. It is critical that the person have a high degree of competence In these areas given the level of responsibility of this position.

  • Supervisory skills are developed through formal training sessions and work experiences.

  • Document writing and working with stakeholders.
  • Use a problem solving approach to decision making, while considering the impact of


alternative solutions; effective oral and written communications.

  • Plan and organize work and implementing plans and executing decisions; to negotiate


to achieve common goals and objectives; in using group process to achieve desired

outcomes.

  • Prior leadership experience and demonstrated ability at the Team Lead/Office Chief level or above.

Selective Preference(s)

Requires a Bachelor's degree In health related fields and 5 years of management experience related to compliance/regulatory. Master's degree can substitute for 1 year of the 5 years of professional experience. Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.

Pre-Employment Requirements

Driver's License. Must possess a valid level one fingerprint clearance card issues pursuant to A.R.S.

Retirement

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
