Job Description
Position: Chief Executive Officer
Supervisor: Arkansas 811 / ARKUPS Board of Directors
Compensation: Salary / Exempt from Overtime
The CEO has overall responsibility for all business operations, including management of the assets of both Arkansas 811 and Arkansas Utility Protection Services, Inc. (ARKUPS); and for establishing and maintaining the business organization and structure to efficiently conduct the functions of both organizations. The CEO will promote the use of the facilities by the public; promote damage prevention and the participation of potential members. The CEO will also serve as a liaison between member utilities and between contractors and member utilities, advise the Board of Directors, and implement policies and procedures established by the Board of Directors. Through these activities, the CEO is responsible for assuring the facilities provide the highest reasonable level of protection of utility facility infrastructure, the environment and the public from hazards of underground excavation and other sub- surface projects at the lowest cost to the members.
Promotion of the Companies
- Promote new membership by making presentations to appropriate groups as to the benefits of membership.
- Contact city and county officials, executives and other key partners and stakeholders and act as point of contact.
- Actively participate in various associations to promote new membership, distribute promotional materials, and to solve problems and analyze potential problem areas.
- Maintain appropriate relationships with governmental agencies, professional groups and agencies similar to Arkansas 811 and ARKUPS.
- Participate in meetings with representatives of other one-call centers.
- Develop both long and short-term public awareness strategies to promote Arkansas 811 and
ARKUPS and submit to the Board of Directors.
- Promote the use of Arkansas 811 and ARKUPS by making presentations to contractors, engineers, civic and governmental organizations.
- Design, purchase and distribute cost effective promotional material to advertise Arkansas
811and ARKUPS.
- Conduct tours of the facility for prospective members, utility coordination groups, contractor organizations and individual companies to increase their understanding of Arkansas 811 and
ARKUPS.
Establish New Memberships
- Oversee implementation of membership agreements with new members.
- Oversee and assist potential members in determining fees based on underground plant and expected ticket volume.
- Determine the method of communication to be used between the company and the dispatch office.
- Provide orientation for member company personnel prior to their company beginning active participation.

Administrative Planning
- Monitors and reviews call volume and increases in membership.
- Work with Arkansas 811 and ARKUPS management to analyze staffing needs and adequacy of equipment, and make appropriate recommendations to the Board of Directors.
- Develop and oversee methods and procedures for the administration of Arkansas 811 and
ARKUPS to assure optimal efficiency and service, as well as sustainable growth and profitability.
- Works with Arkansas 811 and ARKUPS management to implement programs and projects aimed at achieving regional mission, goals and long-term objectives. Responsibility includes providing leadership for the overall planning, for the organization and management of all aspects of field locating operations, including general administration, budgeting, and policy development.
- Plan and organize quarterly Board meetings and any other meetings required by the Board, including informing the Board of Directors and Board Committees of relevant trends and developments, assist with orientation and training programs for the Board of Directors, and recommend new programs.
- Provide recommendations the Board of Directors in formulating policy and ensure implementation of all policies.
- Evaluate services in relation to goals and recommend modifications.
Budgeting
- Direct and oversee preparing long and short-range budgets in conjunction with the CFO and make appropriate recommendations to the Board.
- Monitor operational expenses monthly, quarterly, and annually.
- Structure and recommend to the Board revised rate plans as required.
Administration
- Oversee all functions of both Arkansas 811 and ARKUPS organizations in a manner to ensure they produce the desired results and are consistent with the overall strategy and mission.
- Develop and recommend specific, written, long and short-range plans for the development of
Arkansas 811 and ARKUPS programs and services.
- Provide leadership and assist management as needed in supervising other employees.
- Oversee quality control throughout the company and establish departmental goals in partnership with Arkansas 811 and ARKUPS leadership teams.
- Analyze areas of concern and provided recommendations for the long-term success of Arkansas
811 and ARKUPS.
- Review current and future work projects, reports and special request from member companies to determine priorities for accomplishing these tasks.
- Ensure that all legal obligations of Arkansas 811 and ARKUPS are met.
- Participate in investigations of and litigations concerning damaged utility facilities.
- Act as an impartial liaison between member companies when problems occur.
- Report to the Board of Directors and perform other services as requested by the Board.
- Represent the interest of Arkansas 811 on the Progressive Partnering Board of Directors.

Skills
- A Bachelor’s degree in business administration or related field is preferred.
- Minimum of 10 years in executive level management positions.
- Self-directed to succeed in changing environment.
- Proven record of leading and motivating people.
- Knowledge of the professional principles and practices of utility construction, maintenance techniques, and project planning.
- Considerable knowledge of the safety practices and general methods, materials and equipment used in utility locating, repair and maintenance.
- Knowledge of the professional management techniques involved in labor relations, public relations, contract negotiations, contract administration, and general project management.
- Ability to understand financial statements and have experience in budgeting, forecasting and communicating short and long-term financial plans.
- Must have knowledge of the Federal, State, and local regulations governing the Arkansas 811 utilities construction, operations, and management and reporting requirements.
- Must be able to assemble and analyze data, prepare comprehensive and accurate reports, and formulate policy and service recommendations.
- Must have excellent communication skills and be able to communicate ideas and concepts orally and written by making presentations in public forums.
- Must have the ability to critically assess situations, solve problems, and work effectively under stress, within deadlines and in emergency situations.
- Must be able to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with elected and appointed officials, employees, project contractors and excavators, representatives of other government units, professional contacts, City administrators, and the public.
- Ability to conduct business travel as required.
- Keeps abreast of developments in the field, new administrative techniques, legislative issues and other current events through continued education and professional growth by attending conferences, workshops, and seminars.
- Must be proficient in Microsoft Office Software; Excel, Word, Outlook Express and have the ability to learn new Software.
- Must be organized and have the ability to prioritize.
