Arlington County Government’s award-winning Human Resources Department (HRD) is seeking a Payroll Supervisor to oversee the accurate and timely processing of payroll operations for all County employees. In this position, you will serve as a subject-matter-expert on payroll operations, ensuring compliance with federal, state, and local payroll regulations. This position will report directly to the HRD Technology & Payroll Services Manager and supervise a team of passionate payroll professionals responsible for payroll-related accounting, audit functions, and frontline customer service.

Responsibilities
Specific duties include:
- Supervising, mentoring, and developing a high-performing payroll team, fostering a culture committed to accuracy and continuous improvement;
- Ensuring compliance with all federal, state, and local payroll laws, including tax, wage, and labor laws;
- Conducting meticulous audits and data analysis to identify and consistently implement process improvements, with the goal of enhancing efficiency and accuracy;
- Developing and implementing robust payroll policies and procedures, ensuring alignment with best practices and organizational goals;
- Overseeing payroll-related fiscal activities in collaboration with the Treasurer’s Office and the Department of Management and Finance;
- Serving as a trusted advisor resolving complex payroll issues and providing exceptional customer service;
- Overseeing the precise processing of all pay elements, including base pay, overtime, premiums, benefits and taxes;
- Partnering with the Human Resources Department’s Benefits, Retirement, and Classification and Compensation staff to align payroll policies with department initiatives;
- Serving as the primary point of contact for internal and external auditors, ensuring payroll compliance; and
- Leading payroll system enhancements and collaborating with IT staff to implement upgrades and improvements.
Minimum:
- Bachelor’s degree in Business Administration, Public Administration, Human Resources, Accounting, or a related field; and
- Significant and progressively responsible experience in payroll processing or a related field.
Desirable: Preference may be given to candidates with experience in one or more of the following:
- Utilizing Oracle Cloud to manage and execute payroll functions;
- Working with large scale and complex payroll systems;
- Leading payroll operations and supervising payroll teams;
- Overseeing payroll operations for employees in collective bargaining agreements; and/or
- Managing payroll operations within public safety agencies.
