Arlington County Government’s award-winning Human Resources Department (HRD) is seeking an experienced Program Manager to lead and support the department’s transition to and the ongoing management of Oracle Cloud Fusion Human Capital Management (HCM) applications. This position will serve as the primary functional subject matter expert for the County’s HCM system and will be responsible for ensuring the efficiency and effectiveness of critical Human Resource services, including recruiting, compensation, payroll, benefits administration, training, performance management, and retirement administration.
The selected candidate will collaborate with internal stakeholders to resolve workflow, data processing, and data quality issues, while identifying system solutions for new operational requirements driven by policy changes, regulations, and/or collective bargaining agreements. The selected individual will also manage the integration of Oracle’s quarterly software releases, ensuring smooth implementation with minimal disruption to HR operations.

Responsibilities
Specific duties include:
- Implementing and optimizing the HCM system by designing and deploying solutions that align with HR best practices and County business objectives;
- Leading stakeholder engagement to gather, define, and document functional requirements for HCM system enhancements;
- Developing comprehensive system documentation, including functional specifications, system design documents, process flows, and standard operating procedures (SOPs);
- Providing technical support and guidance to technology staff, and assisting with ongoing configuration and integration requirements;
- Collaborating with HRD and technology teams to ensure seamless integration of HCM solutions across County operations;
- Providing project updates and strategic advice to department leadership and stakeholders on HCM initiatives;
- Supporting data analysis and reporting by assisting with ad-hoc report design and preparation for HR and County leadership;
- Delivering HCM systems training and user support to HR staff, promoting effective system utilization; and
- Managing escalated service tickets by leading weekly meetings to prioritize and track escalated resolutions.
Minimum:
- Bachelor’s degree in Computer Science, Information Technology, Human Resources, Business Administration, or a related field; and
- Significant experience implementing and/or providing ongoing business analysis support for Oracle Cloud HCM.
Desirable: Preference may be given to candidates with one or more of the following experiences and/or certifications:
- Oracle Cloud Certifications in relevant HCM modules (e.g., Oracle Core HR, Talent Management, Learning, Payroll, Benefits, Recruiting, Enterprise Performance Management);
- Managing and implementing system updates from regular software releases, ensuring minimal disruption;
- Working with HR technology platforms in a government or large-scale organization;
- Performing data analysis and reporting, including ad-hoc report design and preparation; and/or
- Creating user documentation, and training materials.
