The Arlington County Treasurer’s Office is seeking an Assistant Deputy Treasurer for Compliance to advise and assist the Deputy Treasurer for Compliance in all aspects of division management including communication, staff management, customer service, system enhancements, vendor management, and partnership and communication with Arlington County agencies. This individual will also develop and oversee procedures for collection of tax and other revenue. This position will ensure the efficient operation of two work units within the Compliance Division, including a call center which handles over (25,000) calls per year, and an enforcement team which issues over (10,000) liens and seizures per year and initiates over (1,000) motions for judgment per year. The focus of this position is to directly manage the collections and enforcement supervisors and staff.
This position is an appointee reporting to and serving at the pleasure of the Treasurer, an elected official accountable to the citizens of Arlington County. The Assistant Deputy Treasurer for Compliance is part of the Treasurer’s senior management team and contributes to officewide planning, goal setting and management.

Desirable: Preference may be given to candidates with significant experience in one or more of the following:
Licenses/Certifications: Must meet all the course requirements for the Master Governmental Deputy Treasurer certification from the Treasurer’s Association of Virginia within two years of assignment, and once certified, must meet the continuing education requirements to maintain certification.
Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
Additional Information
Work Hours: 8:00 a.m. - 5:00 p.m., Monday through Friday. This is not a remote opportunity. Employees are expected to be in the office full time.

Responsibilities
Specific duties include:
- Overseeing the performance of 19 employees (18 full-time, 1 part-time) as well as directly managing supervisors;
- Overseeing division personnel to include: hiring, disciplinary action, leave approval;
- Managing and creating operating procedures for the division and ensure compliance with State Code and County Ordinances;
- Monitoring and evaluating overall efficiency of the division and recommending program, system, organizational or resource changes;
- Assisting the Deputy Treasurer with developing and monitoring individual work unit goals;
- Assisting the Deputy Treasurer with developing and monitoring the Compliance Division budget and workload measures for the County and State Compensation Board;
- Assisting the Deputy Treasurer with developing/preparing and analyzing all reports required of the division, including but not limited to: statistics for the annual budget, delinquency and collection reports, internal Treasurer’s Office reports, reports to the County Board, reports to other County departments, reports to State agencies, and reports for inclusion in publications for citizens;
- Assuming the duties and responsibilities of the Deputy Treasurer for Compliance when they are absent;
- Selecting and overseeing the work of vendors including but not limited to outside collection agencies, tax software vendor, parking ticket software vendor; and
- Representing the Compliance Division on special projects as well as responding to inquiries from citizens, other county agencies and staff.
Qualifications
Minimum:
- Bachelor's degree in Public Administration, Business, or other related area; and
- Significant experience in revenue collection work and/or other related program administration work.
Desirable: Preference may be given to candidates with significant experience in one or more of the following:
- Experience monitoring the work of professional and clerical staff; and
- Experience and familiarity with a variety of software systems and testing of software upgrades and changes.
