Arlington County Sheriff’s Department is seeking a Correctional Health Services Administrator (HSA) to plan, organize, and direct the day-to-day health services support and administrative activities of the Arlington County Detention Center’s medical division. Serving under the leadership of the Chief Medical Director, this position will supervise the work of the professional medical staff assigned to the Sheriff’s medical division and manage the division’s budgeting and contract work. The administrator will also work to help develop, implement and maintain institutional standards to ensure compliance with agency, state, and national health care standards.


Specific duties include:

  • Developing, implementing and maintaining institutional standards to ensure compliance with agency, state, and national health care standards;
  • Overseeing and coordinating the efficient operations of a medical division in the ACDF for care and treatment of inmate patients;
  • Providing operational leadership to ensure that inmates receive appropriate medical and mental health care in compliance with health standards;
  • Developing, implementing, and maintaining service standards and controls for health care services;
  • Developing and monitoring the budget for the medical division, including monitoring the purchase of supplies and equipment for appropriateness, accuracy, and cost efficiency;
  • Monitoring operations for patient healthcare and dental care and reinforcing compliance with federal, state, and local laws and regulations per DOC, ACA, NCCHC and PREA standards; generating and maintaining all necessary medical statistical data;
  • Developing, implementing and maintaining quality assurance measures consistent with applicable regulations and guidelines; assisting in the establishment of guidelines for the systematic rendering of both medical, dental, and mental health care; managing a system of inmate complaint referral and responses;
  • Overseeing pharmacy operations, continuous quality improvement, referral processes, specialist communication, and medical documentation
  • Collaborating with Department of Health Services personnel to provide holistic medical and mental health care to patients
  • Developing reporting systems to monitor the quality of care and establishing recommendations for the improvement of health services; monitoring the use of pharmaceutical services, assuring appropriateness and cost containment; and
  • Other job related duties as assigned by the Chief Medical Director.

The ideal candidate will have the following:

  • Strong Organizational skills in operations, budget, and project administration;
  • Demonstrated ability to effectively interface with diverse groups;
  • Ability to establish and maintain effective working relationships with co-workers, subordinates, other staff members, inmates, and their families and attorneys; and
  • Ability to manage the work of subordinate healthcare professionals.

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with a bachelor’s degree in nursing (Preferred), Health Care Administration, Public Health, Business Administration, or a related field; plus
  • Extensive professional experience in a healthcare setting, including two years of program administration and/or managerial experience.

Desirables: Preference will be given to applicants with one or more of the following:

  • Extensive knowledge of health care policies, procedures, and practices;
  • Thorough knowledge of agency operating procedures and health care standards adopted by the American Correctional Association, Department of Corrections, Virginia Board of Corrections, and Virginia Board of Health Professionals; and/or
  • Knowledge of supervisory principles, practices, techniques, and procedures.

Special Requirements

Candidates must successfully complete a character background investigation (which includes a polygraph examination), and a drug screening test. The background investigation is conducted by the Sheriff’s Office.

Additional Information

Work Hours : Standard workdays are Monday through Friday, generally during regular business hours; however, flexibility to work evenings or weekends may be needed based on operational needs. Must be available for emergency call-back situations, weekends and holidays.

This is a civilian (non-sworn) position that is not in the Arlington County competitive service. Duties of this position include working around inmates in the Arlington County Detention Facility.
