The Department of Environmental Services (DES) is seeking a Human Resources Administrative Specialist to join an HR and Organizational Development (HR/OD) team that supports a diverse workforce, ranging from trades employees to engineers. The team is comprised of four HR Business Partners, two HR Administrative Specialists, and two OD Specialists.
This position will perform essential human resources management and training/OD duties to support the HR and training functions within DES. Duties range from administrative and logistical to data analysis for departmental leaders and HR Analysts. This position serves as the QA/QC manager for all payroll actions within DES and coordinates with the County’s Payroll Manager as it relates to errors, audits and interpretation of HR policies. This position provides the DES Director and COO (two most senior positions) with executive level support.
Major Job Duties:
- Providing technical and administrative support to the DES HR, Training and OD team especially regarding onboarding and departmental orientation;
- Serving as the lead person responsible for timekeeping and payroll activities for DES;
- Managing the administrative aspects of DES HR activities including submissions to our HRIS;
- Providing executive level support to the DES Director and Chief Operating Officer including calendar management;
- Conducting purchasing and accounts payable activities such as preparing requisitions and purchase orders and processing invoices; and
- Coordinating FOIA requests with the County attorney’s office and department staff.

- Technical competence to work in our HRIS, timeclock and other systems;
- Demonstrated ability to handle confidential information, compliance, and legal documentation in alignment with public sector regulations and standards;
- Strong interpersonal skills for engaging with diverse stakeholders and fostering an approachable, collaborative HR presence; and
- A keen eye for detail and a proactive mindset to anticipate challenges and offer solutions before issues arise.
Selection Criteria
- Some college coursework in human resources management, business administration, public administration or a related field in a college or university; and
- Considerable experience in human resources.
Substitution : Additional education may be substituted for experience. Additional experience may be substituted for education.
Desirables: Preference will be given to applicants who have experience in one or more of the following;
- Expertise in recruitment, payroll, benefits administration, and employee relations, with the ability to juggle multiple priorities and deliver results under tight deadlines;
- Proficiency in Oracle HRIS and related systems, with a track record of leveraging technology to streamline HR processes;
- Demonstrated success in supporting both unionized and non-unionized workforces, including knowledge of collective bargaining agreements and grievance processes;
- Familiarity with public sector or local government operations, including navigating policies and procedures specific to these environments; and
- Proven ability to contribute to strategic HR initiatives, identifying opportunities for process improvements and organizational growth .

Additional Information:
Work hours : Monday through Friday with a flexible work schedule, anytime between 8:00am - 6:30pm. Some weekend and work after normal hours may be required. Teleworking opportunities available.
