Summary The Supervisory Human Resources Specialist (Talent Acquisition) position is in the Administrative Office of the U.S. Courts (AO), Department of Administrative Services (DAS), Human Resources Office (HRO), Court Human Resources Division, Recruitment Services Branch. HRO provides human resource program leadership, services, and solutions to enable the U.S. courts and the AO to define, recruit, manage, compensate, reward, develop, and retain a highly skilled workforce. Responsibilities The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Human Resources Office (HRO), Court Human Resources Division is seeking a self-motivated Supervisory Human Resources Specialist (Talent Acquisition) to join its dynamic team. The Supervisory Human Resources Specialist (Talent Acquisition) leads the Judiciary's talent acquisition program and oversees the development, implementation, and management of innovative recruitment programs and tools to support the Judiciary's hiring objectives. The incumbent maintains and expands HRO's portfolio of talent acquisition tools and services with the goal of improving the efficiency, effectiveness, and consistency of job posting, application, screening, and on-boarding processes for all Judiciary positions. This position reports to the Recruitment Services Branch Chief in the Court Human Resources Division. The duties of this position include, but are not limited to : Overseeing talent acquisition initiatives and managing recruitment strategies, programs, and systems to address talent acquisition requirements. Improving efficiencies in the recruitment process by developing, implementing, and advising talent acquisition strategies that enhance processes, services, and tools to the courts. Managing a nationwide recruitment product portfolio, including sourcing tools and talent acquisition systems. Assisting the federal courts attract quality talent through career websites, talent acquisition systems, social media, and recruitment events to enhance and promote the Judiciary's brand. Managing government and contractor staff responsible for recruitment strategic planning, customer service excellence, web content strategies, communications, training, and recruitment modernization. Overseeing government and contractor staff responsible for talent acquisition automation, functional requirements gathering, software implementations and testing, and data reporting. Managing, reviewing, and assessing contractor deliverables for compliance with requirements and quality standards. Developing, updating, and monitoring recruitment portfolio roadmaps, project plans, and task assignments. Developing and conducting trainings, briefings, and presentations for Judiciary and external portfolio application and program resource users. Drafting training and presentation materials. Collaborating with Judiciary partners to build talent pipelines. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT All information is subject to verification. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below : Developing and implementing recruitment strategies that enhance recruitment processes, services, and tools. Overseeing talent acquisition initiatives and managing recruitment strategies, programs, and systems. Education This position does not require education to qualify.
