Duties And Responsibilities
The Office of Contracting and Procurement is seeking to fill two (2) Supervisory Contract Specialist, MSS Grade 14, supporting the agencies listed below through a Memorandum of Understanding, MOU agreement. The MOU agreement may be extended annually for the period of four (4) one-year option periods depending on the availability of funds. The duration of the positions is not to exceed four (4) years and subject to the funding availability of the buyer agency. In this role, the manager will advise the OCP Director, Deputy Director and the Chief Contracting Officer (CCO), with respect to all contract and procurement issues and the nature of corrective actions, including assisting the CCO with the development, preparation and administration of the annual budget for the office and recommending the most cost-effective and efficient strategies to accomplish the objectives of the office. Mastery knowledge of creative contracting techniques, negotiation strategies and project management skills, thorough understanding of administrative inter-relationships in public sector organizations; strong knowledge of computer systems and their application to the contract and procurement management processes; and demonstrated leadership and problem-solving abilities. Comprehensive management skills and experience in planning, organizing, directing and controlling contract and procurement functions.

Qualifications And Education
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years’ experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Candidates must have minimally one (1) of documented supervisory/management experience.

- Office of the State Superintendent of Education, Division of Student Transportation (OSSE DOT). OSSE DOT is a regional transportation system that transports eligible students with special needs to school each day. OSSE DOT oversees the day-to-day operations of four (4) bus terminals from which more than 1,100 bus drivers and attendants travel approximately 34,000 miles each day to transport students to schools in the District, Maryland, and Virginia. Through this MOU, OSSE DOT seeks to obtain needed contracting and procurement support services
- Department of Health Care Finance (DHCF). DHCF (formerly the Medical Assistance Administration under the Department of Health) is a District of Columbia (District) agency and serves as the District’s state Medicaid agency. In addition to the Medicaid program, DHCF also administers insurance programs for immigrant children, the State Child Health Insurance Program (S-CHIP or CHIP) and Medical Charities (a locally funded program). Through this MOU, DHCF seeks to obtain needed contracting and procurement support services.
