Job Summary

This position is responsible for supervising the procurement and contracting operation of the DC Public Library. The level of responsibility includes the day to day operation of a comprehensive and full service procurement and contracting operation as well as procurement and contracting policy development and implementation, in accordance with applicable District laws and regulations, DC Law 6-85, Procurement Procedures Act of 1985, as amended including D.C. Act 11-526, Procurement Reform Amendment Act of 1997, as amended and the DC Public Library Procurement Regulations as approved by the City Council on a trial basis. Provides technical expertise and advice on complex and unusual questions and issues that arise in the course of a large scale operation. Technical expertise of a quasi-legal nature is also required to respond to vendor queries and protests.

The Procurement and Contracting Officer reports to the Chief Business Officer. The Procurement and Contracting Officer for the DC Public Library provides overall guidance on program objectives, budgetary constraints, procurement and contractual policy interpretations and on feasibility of new compliance approaches or applications relating to existing regulatory limitations or practical resolution to contracting and procurement issues.

The incumbent is delegated unlimited authority for planning and carrying out the contractual and procurement activities required, including interpreting, extending, originating, or devising new contractual and procurement provisions, incentives, clauses, terms, and conditions. Contractual and procurement decisions and recommendations of the incumbent are normally accepted as authoritative, although higher level review may be necessary for some phases of the systems acquisition, as directed by law. Recognized as a technical expert, the incumbent obtains verbal advance approval from the Chief Business Officer to proceed with contractual and procurement action in cases determined critical by the incumbent.

Duties & Responsibilities

  • The Procurement and Contracting Officer manages the overall supervision and operations of the DC Public Library’s Procurement and Contracting Office.
  • Directs the development, coordination, facilitation, management and planning of the annual acquisition of good and services through contracts, and procurement. In addition, the incumbent advises the agency leadership, with respect to all contract and procurement issues and the nature of corrective actions; including assisting the leadership with the development, preparation and administration of the annual budget for the office and recommending the most cost-effective and efficient strategies to accomplish the objectives of the office.
  • Develops, implements, and monitors an effective contract and procurement compliance program, including the development of standard operating activities of the agency.
  • Plans, develops and assists the Library’s Leadership in implementing a comprehensive contract compliance program.
  • Regularly monitors operations to make the necessary adjustments or modifications to ensure efficient and effective utilization of resources.
  • Provides advice on the legal and technical sufficiency of contract and procurement actions.
  • Develops, implements and maintains a fully automated contracts and procurement tracking system.
  • Develops, implements and maintains a regular vehicle of contact and communication with all departmental program managers and vendors.
  • Conducts an annual written performance and competency-based review of the staff involved in the performance of contract and procurement services.
  • Ensures that the procurement program is administered so that users' needs are met in a timely fashion, quality of goods and services and construction procured is maintained, emergency needs are met, and procurement difficulties are resolved.
  • Develops procurement and contracting policies and procedures within allowable guidelines; proposes modifications of rules and guidelines.
  • Directs the procurement and contract award and administration process, in consultation with the Chief Business Officer.
  • Advises the agency leadership with respect to public contract hearings, disputes with contractors and other procurement related matters.
  • Manages and supervises a staff of administrative and professional personnel.
  • Establishes applicable guidelines and procedures for compliance review to effect technical resolution of arising controversial issues and problems. Responds to a variety of correspondence relative to complex contractual inquiries inclusive of vendor protests, indirect cost processes utilized, allegations of non-compliance, and forwards as appropriate relevant documents and reports to the appropriate official for concurrence, as required.
  • Responsible for researching, analyzing and developing a variety of policies and programmatic issues for use by contract and procurement personnel.
  • Interfaces with high level officials to gather and provide authoritative information on arising contractual issues and problems.
  • Delegate’s authority to make and implement contracting/procurement decisions.
  • Performs other related duties as assigned.

Education And Qualifications

A Bachelor’s degree from an accredited college or university in Business Finance, Business Management, Business Administration or related field plus a minimum of 7 years of experience or a Master’s Degree and a minimum of 5 years of related experience with finance principles, concepts, and practices, as well as seasoned experience with management or administrative responsibilities and a certification by NIGP or other certifying bodies. In addition, the following is required:

Knowledge Required

  • Advanced knowledge of creative contracting techniques, negotiation strategies and project management skills; thorough understanding of administrative inter-relationships in public sector organizations; strong knowledge of computer systems and their application to the contract and procurement management processes; and demonstrated leadership and problem-solving abilities.
  • Excellent verbal and written communication skills are required.
  • Comprehensive management skills and experience in planning, organizing, directing and controlling contract and procurement functions.
  • Expert knowledge of contracting and procurement administration.
  • Comprehensive knowledge and skill in negotiating techniques.
  • Demonstrated ability utilizing the District of Columbia Procurement Administrative Support System (PASS) or a comparable comprehensive automated procurement system.
  • Be knowledgeable about Mentor Protégé Programs or initiatives that aggressively utilize the Small and Disadvantaged Business Community.

Residency Requirement

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service, if you are selected for the position and your annual salary is one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

General Suitability Screening

This position is subject to general suitability screening; verification of employment history, reference checks and degree/license, as applicable. The appointee to the position may be offered employment contingent upon receipt of a satisfactory general suitability screening.

Enhanced Suitability Screening

The position for which the individual is applying has been identified and designated as requiring enhanced suitability screening; If tentatively selected for the position, a criminal background check, traffic record check, consumer credit check, and mandatory drug and alcohol test will be conducted (as appropriate); and the appointee to the position may be offered employment contingent upon receipt of a satisfactory enhanced suitability screening.

Employment Benefits

Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.

A certification by NIGP or other certifying bodies.

Other Significant Factors

Duration of Appointment: Management Supervisory Service (MSS).

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Salary: The anticipated proposed budgeted salary range for this position is $140,000 to $160,000 annually. Salary will be commensurate with experience.
