Arlington County seeks a result-oriented, self-starter to join the County Manager's Human Rights Office (OHR) as an OHR/EEO Investigator. This position will conduct investigations into sensitive Equal Employment Opportunity (EEO) and other complaints of discrimination on the basis of race, color, sex, gender identity/expression religion, national origin, marital status, disability familial status and age in the areas of public and/or private sector employment, housing, education, public accommodation and credit.


Specific duties include:

  • Conducting investigations into OHR/EEO complaints of discrimination, harassment, and other workplace complaints in an efficient, neutral, prompt, thorough, and professional manner;
  • Developing investigative plans, interviewing complainants and witnesses;
  • Negotiating to resolve complaints;
  • Analyzing evidence and determining relevancy, materiality and veracity;
  • Preparing clear, thorough, well-reasoned reports; Interpreting OHR/EEO policies, regulations, laws;
  • Researching best practices and staying abreast of EEOC guidelines;
  • Developing and conducting trainings on EEO topics including preparation and delivery of virtual presentations;
  • Providing support for special programs and commission meetings; and
  • Using tact, effective communication and political acumen to support and communicate with Commissioners, patrons, management and personnel.

The ideal candidate for this position is independent, a self-starter and has the following:

  • Ability to comprehend and assess complex EEO and human rights issues;
  • Ability to produce clear, concise, analytical written investigative reports;
  • Ability to interpret and apply relevant EEO policies, regulations;
  • Ability to conduct thorough interviews and interact professionally with staff of all levels; and
  • Ability to multi-task within timelines.

Minimum: Bachelor's degree in Personnel Administration, Sociology, Psychology, Law or related field plus considerable experience leading/investigating OHR/EEO complaints and writing decisions.

Substitution: Additional qualifying experience can be substituted for the educational requirement. Additional education can be substituted for the experience requirement.

Desirables: Preference will be given to applicants with one or more of the following:

  • Ability to be proactive in independently handling caseload and meeting deadlines;
  • Experience independently drafting written investigative EEO reports;
  • Strong knowledge/comprehension of complex EEO policies, regulations and/or laws;
  • Spanish language skills; and/or
  • Advanced knowledge & experience with SharePoint, MS Teams, MSOffice, MSWord/Excel, PowerPoint, Windows software and Google applications.

Special Requirements

A letter of application is required. If selected for an interview, you may be required to write a short sample investigative report portion during your interview.

Additional Information

Hours of work: 40 hours per week, Monday through Friday from 8:00 a.m. to 5:00 p.m. with a flexible schedule.
