GGS is seeking dynamic, experienced Federal EEO Investigators to conduct investigations. Agencies are responsible for ensuring that discrimination complaints are processed fairly, promptly, thoroughly, and in strict compliance with Equal Employment Opportunity Commission (EEOC) regulations.
Location: Fully remote
No unique physical demands are required to perform the work.

Duties:
Prepare investigative plans and document requests.
Acquire and analyze documentary and testimonial evidence.
Conduct telephonic interviews and prepare affidavits.
Prepare detailed, grammatically correct reports of investigation and case files.
Submit weekly status reports.
Prepare and assemble Reports of Investigation (ROI) (including but not limited to creating computer-generated exhibit tabs).
Assist with processing informal EEO complaints, formal EEO complaints, and anti-harassment complaints.
Explain discrimination complaint process to EEO complainants.
Advise the complainant of their rights and responsibilities in the complaint process.
Research applicable EEO case law, precedents, reports of investigation, and EEOC decisions.
Gather documents and relevant information for EEO case files.
Prepare case files for administrative reviews/judicial proceedings.
Identify/interview witness(es) of alleged EEO violation(s).
Interview involved parties with effective interpersonal communication skills to help calm interviewees and help them focus to obtain information regarding the question at hand.
Keep track of multiple simultaneous investigations and deadlines.
Follow templates, processes, and guides.
Set up and conduct telephone conference calls.
Provide draft and final work products free from grammatical and typographical errors.
All documents prepared by the EEO Investigator (including IPs, written interrogatories presented to witnesses, and ROIs) must be proofread for clarity and completeness before issuance. In addition, all materials must be organized well (using headings and subheadings as needed) and written in plain language to aid ease of understanding for the reader.
Qualifications:
All applicants must be certified EEO investigators. Annual 8-Hour refresher training is required. (32-Hour EEO Investigator Certificate and, if applicable, current 8-Hour Refresher EEO Investigator Certificate must be submitted with resume at time of application.)
Private workspace with a computer (desktop or laptop) and required software (Microsoft Office and Acrobat Pro), phone (landline or mobile), internet, printer, and scanner.
Advanced ability to utilize Microsoft Office (Outlook, Word, Excel, and OneDrive) and Adobe Acrobat Pro (i.e., combining multiple documents/PDFs into one PDF, bookmarking PDFs, performing an Optical Character Recognition (OCR) scan on all PDFs, rotating PDF pages, exhibit page numbering, exhibit bates numbering, electronically redacting personally identifying information (PII) from PDFs and password protected PDFs, etc.).
Excellent oral and written communication skills, to include excellent listening skills.
Excellent time management skills.
Must be self-motivated and able to work with minimal to no supervision.
Ability to maintain privacy and confidentiality.
Knowledge of Title VII and related laws, rules, and regulations. Technical knowledge of EEOC MD-110 and 29 CFR 1614.
Desired (but not required):
Experience performing final agency decisions (FADs).
Experience facilitating EEO training.
Certified and experienced EEO counselor
Certified and experienced in Mediation and Alternative Dispute Resolution (ADR)
Education and Training Requirements:
Baccalaureate degree from an accredited college or university and three years of full-time, satisfactory professional experience in one or more of the following fields: equal employment opportunity, human rights, community relations, law, social science, investigations, human resources, or public relations; or
Four-year high school diploma (or the educational equivalent, approved by a State’s Department of Education or a recognized accredited organization) and seven years full-time, satisfactory professional experience as described above.
Education and experience must be equivalent to the above. However, all candidates must have a four-year high school diploma, or the educational equivalent approved by a State’s Department of Education or a recognized accredited organization.
32-Hour EEO Investigator Certificate is required. Must maintain status with 8-Hour Annual Refresher Training Certificate(s).
