Arlington County's Department of Human Services (DHS) is seeking an Administrative Specialist to provide administrative support to the Permanent Supportive Housing (PSH) staff and management regarding processing subsidy intake and recertification paperwork so that rental subsidies are processed effectively and efficiently. This position inputs sensitive data into multiple client databases and will assist in monitoring fraud cases. This position works with the PSH Assistant Manager to collect and monitor crucial paperwork that is submitted by DHS clinical staff. This position interacts with landlords, clients and case managers to process PSH rental subsidies and provides general office support to PSH staff including, but not limited to: creating charts, ordering supplies and updating forms.
This full-time position with the Arlington County Permanent Supportive Housing Program (PSH) is located within the Housing Assistance Bureau of DHS and reports to the Permanent Supportive Housing Lead Subsidy Coordinator. Permanent Supportive Housing is an evidence-based practice and an effective housing strategy for persons with disabilities.

Specific duties include :
- Processing Intake and Recertification Paperwork to include mailing/emailing, scanning, uploading intake and annual recertification paperwork while tracking which documents are missing from each application and following up with the client to ensure that the proper information is received;
- Requesting and verifying client income information and work history from electronic databases to determine program eligibility;
- Collecting and uploading confidential/sensitive documents from clinical case manager;
- Inputting and updating client data into appropriate state and local electronic databases on a monthly basis;
- Monitoring client payments made in fraud cases to determine when client has fulfilled their obligation to repay the county; and
- Performing general administrative tasks such as filing, creating charts, scanning documents, archiving charts, scheduling meetings, updating forms, creating reports, ordering office supplies and reconciling receipts.
Qualified candidates have excellent time management and ability to prioritize competing tasks; familiarity with online data management systems, substantive computer skills, strong record keeping skills and interpersonal skills to resolve complaints, persuade others and develop positive trusting relationships with tenants and service providers
Minimums:
- A High School Diploma, GED or equivalent; and
- Considerable experience providing administrative support to include familiarity with online data management systems.
Substitution : Successful completion of college coursework from an accredited college or university may be substituted for the experience requirement.
Desirables : Preference may be given to candidates with the following experience:
- Experience with the Housing First model;
- Providing supportive housing assistance for low-income populations with cognitive mental, developmental disabilities and/or individuals with substance use disorders;
- Substantive computer skills including excellent skills with Microsoft Office Suite;
- Experience with state and local grant funded housing program; and/or
- Proficiency of YARDI Voyager software.
SPECIAL REQUIREMENTS
The applicant must possess, or obtain by the time of appointment, Completion of a State of Virginia Central Registry Check. Candidates selected for interview may be required to take a brief computer test.
A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, past performance appraisals, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
This announcement may be used to fill future vacancies. An assessment of oral Spanish proficiency would be required before a candidate can be appointed to a bilingual position (English/Spanish). The incumbent in a bilingual position would receive the language pay premium on all hours worked and on paid leave hours.
ADDITIONAL INFORMATION
Work hours: 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is not telework-eligible.
This is a grant-funded position from the Virginia Department of Behavioral Health Development Services (DBHDS).
