The Arlington County Treasurer's Office is seeking an experienced Deputy Treasurer to provide leadership, knowledge, training and supervision for the Accounting and Treasury Management Division. This position will ensure the Division carries out its mission to receive, safeguard, and disburse County funds and meets its goals for accurately projecting cash flow requirements consistent with the principles of Safety, Liquidity and Yield (SLY) and in compliance with applicable State Code and Investment Policy requirements. The position serves as the Treasurer’s investment officer and public funds custodian.


Principal Responsibilities include:

  • Developing and implementing policies, procedures and processes which ensure the protection of financial assets, the prudent investment of funds, the accurate accounting and reporting of financial activities, as well as the effective oversight of all related activities;
  • Overseeing Treasury Cash Management responsibilities including cash flow, liquidity management, and investment management;
  • Managing workflows;
  • Participating in inter-agency committees and work groups; and
  • Developing and managing personnel.

During your first year, you should expect to gain expertise in the County's cash flow needs and develop investment strategies for the Treasurer. Within the first month, you will learn what is needed to collaborate with other departments and support the public-facing teams in the Treasurer's Office.

The ideal candidate must possess the following:

  • Working knowledge of the operations of the major County departments;
  • Ability to develop effective working relationships with all units within and external to the County including banks and brokerage firms, the County Board, commissions, advisory committees, and civic associations to name a few;
  • Strong critical thinking skills and strong written and oral communication skills for direct communication with customers, stakeholders, co-workers, and management; and
  • An inquisitive nature, skilled at problem solving, and possessing flexibility along with an ability to challenge the status quo.

The Deputy Treasurer is a sworn position, authorized by Virginia statute to exercise certain duties of the Treasurer, and may be called upon to perform the functions of Acting Treasurer if required.


Minimum:

  • Bachelor’s Degree in Public/Business Administration, Accounting or closely related field; and
  • Significant and progressively responsible experience in treasury management, accounting, and auditing which must include experience in investment/portfolio management, contract issues, banking relationships, application of GAAP and internal control principles.

Desirable: Preference may be given to candidates with an MBA or closely related advanced degree and one or more of the following:

  • Experience in managing and leading a unit in a public finance office or governmental entity that provides investment, accounting, and reporting services;
  • Experience preparing reports and synthesizing analyses for use by auditors, elected or appointed officials, members of the media, and citizen advisory groups;
  • Knowledge of fixed income markets, with an emphasis on analysis and investment in short- and intermediate-term investment vehicles; and/or
  • Certified Public Accountant (CPA), Certified Treasury Professional (CTP), or equivalent certification in good standing.

Special Requirements

Background Check: A pre-employment criminal records check will be conducted. Be sure to highlight your education, skills, experience, and accomplishments that qualify you for the position and please describe the organization(s) where you have worked including accounting, banking and finance; the range of services and functions you managed; the types of teams you led; and to whom you reported as well as:

  • Your experience in cash flow forecasting and any oversight of investment portfolios for efficient management of cash flows.
  • Your leadership experience developing and managing personnel.
  • Any significant accomplishments.

Additional Information

Work Hours: Normal office hours are Monday through Friday 8:00 a.m. to 5:00 p.m. This is not a remote opportunity ; employees are expected to be in the office full time.
