THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SAFETY SPECIALIST (TITLE 32), Position Description Number D0696000 and is part of the IL SAO, National Guard.

Qualifications:

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Warrant Officer/Enlisted - May not exceed the rank of CW3.

SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess the specialized experience equivalent to 1 year at the next lower-level GS-07, performing periodic onsite surveys, to determine compliance with applicable occupational safety standards; preparing or revising safety instructions and guides; advising personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps; investigating mishaps, obtained statements from witnesses, and photographed mishap scenes; recording circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. GS-07 Level - MUST possess the specialized experience for the GS-07 Level in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a SAFETY SPECIALIST (TITLE 32), GS-0018-7/9, you will provide assistance in implementing and administering the troop and operational safety support programs.

Major Duties - This is NOT an all-inclusive list:
  • Provide safety related expertise to unit commanders and supervisors in the establishment of techniques and procedures for the elimination or control of unsafe acts (conditions), environments or hazards.
  • Prepare training materials and conduct safety training classes, demonstrations, seminars, pre-annual training briefings another briefings as required.
  • Develop countermeasure procedures, by recommending changes and remedies that will reduce accident rate and reverse trends.
  • Advise personnel on the need for safety and health protective equipment based on work environments and established regulatory requirements.
  • Assist in the preparation of regulatory, quarterly and annual safety reports and other documents required by NGB, U.S. Department of Labor (DOL), and United States Army Safety Center (USASC).
  • Conduct safety assistance visits to units during annualtraining, convoy, range and other related tactical operations to ensurecompliance will all safety regulations and guidelines and to minimizeaccident risk.
  • Conduct periodic and unscheduled surveys and inspections of ARNG facilities to determine compliance with Occupational Safety Health Act (OSHA) and other regulatory requirements.
  • Observe work methods and recommend corrective measures to eliminate unsafe work practices.
  • Conduct construction site inspections of facilities and contractor personnel to determine compliance with applicable safety code requirements (OSHA, National Fire Codes, etc.).
  • Provide technical assistance in accident investigations.
  • Conduct on-site investigations in cases of multiple injury accidentsto determine causes and procedures for eliminating causal factors.
  • Collect, review, analyze, and investigate accidentreports submitted to the State Safety and Occupational Health Office,Ground Safety Section.
  • Coordinate and assist the collateral duty unit safety officer/NCO in the preparation of, and timely submission of DA Forms 285 to the U.S. Army Safety Center and ARNG Safety Office.
