What are the responsibilities and job description for the Occupancy Specialist for Dayton, Canton, Cincinnati Ohio Area position at Arnold Grounds Property Management?
Arnold Grounds Property Management is looking for a motivated Occupancy Specialist to join our team. The Occupancy Specialist will be responsible for assisting tenants in the move-in process. This position will work closely with the tenant, compliance department and the Area Vice President.
The Occupancy Specialist is responsible for compliance of the files and assisting the Property Manager with resident relations. The Occupancy Specialist will follow all of HUD and compliance policies and procedures established by the Arnold Grounds. The Occupancy Specialist assists residents or applicants of housing programs with the goal of achieving maximum residency while ensuring eligibility.
RESPONSIBILITIES:
Process re-certifications in a timely manner to avoid termination of assistance
Providing auditing functions in preparation for a MOR
Assist with resolutions of findings on Management and Occupancy Reviews
Review of all move-in initial files for all new residents to ensure 100% qualification and eligibility
Acceptance and subsequent processing of applications from prospective residents for the
purpose of certifying and recertifying residents
Performance of income/background verifications so that certifications may be completed in
compliance with the TSP
Schedule and assist residents with completing their annual recertification and/or interim
certifications
Run monthly required EIV reports and maintain EIV binders according to policy
Set up interviews with residents for any re-certification or EIV issues as requested by the
Compliance Department
Communicate with the Property Manager, Regional Property Manager and Compliance
Department as necessary
Assist with reporting to maintain compliance with HUD and LIHTC regulations
Follow HUD repayment guidelines for all residents
Follow and/or update the tenant selection policy not to supersede HUD rules and guidelines
Effectively communicate with residents regarding guidelines for proper and accurate reporting
income
Communicate with the Property Manager on a weekly basis regarding pending Interim Re-
Certifications and HUD repayments
Process Special Claims as requested
Maintain waitlist according to waitlist guidelines and policy and procedures
Be knowledgeable and aware of, and adhere to all local, state and federal laws applicable to the
leasing of apartments. Understand the applicable income requirements for residents and Fair
Housing Laws
Participate in continuing education and training programs
Maintain clear lines of communication
All other duties as assigned
REQUIREMENTS:
Candidates for the Occupancy Specialist role must have necessary certifications (LIHTC, RAM,
COS/ AHM or similar) and a minimum of two (2) years prior experience performing initial,
interim and annual HUD project based Section 8 and Tax Credit re-certifications, assessing
income eligibility, auditing files and preparing for Management and Occupancy Reviews.
Must understand core occupancy requirements, including eligibility and tenant selection;
504/Fair Housing; assets and income determination and calculation; deductions and adjusted
income; verification methods including EIV; and requirements for annual and interim
recertifications
High School Diploma or GED required
Proven ability to multi-task
Basic math skills required, must have a high level of analytical, attention to detail and
organizational skills
Excellent communication skills, both orally and written
Maintain confidential tenant files for HUD, Tax Credit, and Market Rate programs
Excellent customer service skills
Excellent Computer skills
Working knowledge of RealPage/OneSite
Ability to work independently, organize tasks, manage time and prioritize projects
Ability to travel between properties within the portfolio.
