Aroostook Health Services / Valley Home Health Services is seeking a Chief Nursing Officer to lead clinical operations for all its home health care programs. The Chief Nursing Officer (CNO) is responsible for providing leadership, strategic direction, and oversight of all clinical care services in the home health care setting. The CNO is accountable for creating a positive work environment and ensuring clinical staff are providing quality, evidence-based care to clients. The CNO works collaboratively with other healthcare professionals and administrators to ensure the delivery of safe, cost-effective, and quality care. Additionally, the CNO is responsible for developing and implementing strategies to advance quality home health care practices and improve patient outcomes.

Essential Functions :
1. Direct the care and the supervision of clinical services at all AHHS / VHHS sites in compliance with all
licensing and regulatory guidelines.
- Accept referrals from funding sources
- Ensure clients are admitted in a timely manner
- Assess if the needs of clients are being met
- Make appropriate referrals to community resources, as needed.
- Serve as a liaison between client and the medical and social service community, as needed
- Promote and enforce the workforce safety program at AHHS / VHHS
- Arrange for RN coverage
2. Supervise and train designated staff to comply with all state and regulatory requirements.
Provide on-site staff supervision on a regular basisConduct performance / disciplinary assessments in compliance with AHHS / VHHS personnel policiesProvide information sharing, ongoing staff support, mentorship and trainingProvide orientation and ongoing in-service training and education to staffDevelop and disseminate mandatory training on a regular basis3. Ensure compliance with licensing regulations, certification standards, legal and ethical standards and funding requirements.
Coordinate / conduct periodic compliance audits to include medical records.Develops and implements clinical and organizational policies and proceduresUpdate all Policies and Procedures on an ongoing basisKeep abreast of changing regulations and requirements and recommend changes as neededChair the Quality Assurance Performance Improvement (QAPI) Committee and lead QI initiativesWith the QAPI Committee, conduct an annual agency reviewDirect the preparation and facilitation of the clinical outside agency reviews4. Serves as a member of the leadership team working together to advance the organization's interests.
Partners with the CEO to represent the organization with internal and external stakeholder groups, including community, government, and private organizations.Presents timely and relevant reporting to the CEO and the Board of Directors concerning operations.Works collaboratively with the CEO and the finance department to develop and manage the annual budget.Assists with financial monitoring and oversight of all programs and services to promote cost-effective care.Reviews revenues and expenditures to identify opportunities to enhance overall financial performance.ESSENTIAL QUALIFICATIONS
Must possess a BSN degree in nursing with three -five years' experience in community / public health field and two years of experience in a supervisory position.A master’s degree in healthcare administration or equivalent is preferred.A minimum of 3-5 years of senior level management experience and at least 3 years of Home Health Care experience required.Proven record of accomplishment of successful clinical management of health service organizations required along with experience in supervising staff operating multiple programs across an organization.Skills :
Strong leadership skills at all organizational levelsExcellent public speaking and interpersonal skillsPossess the ability to work and report to a Board of DirectorsAble to maintain a good working relationship with outside agencies and organizations.Possess a valid RN license for the State of Maine
