JOB SUMMARY
Provides leadership and supervision of department and classified employees in the Transportation Department. Employ skill and judgement within established policies and procedures. Position is also responsible for overseeing the routing of school buses, including special education buses, based on current demographic information and school bus capacities, utilizing routing software, and assigning drivers to daily routes, special needs routes, and special activity trips.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other related duties may be assigned.
- Assures safe, timely and efficient transportation services by assisting in directing and managing the District’s transportation operations; plans and organizes bus routes; assists with driver staff assignments; reviews work progress; writes route descriptions; draws maps for same; establishes school bus stops; directs changes in priorities and schedules as needed to assure work is performed efficiently and according to appropriate guidelines, procedures, and regulations. Sees that rules of student conduct are posted in all buses; instructs and supervises bus drivers in the enforcement of rules
- Coordinates daily operations to improve services, make changes in schedules, and priorities as needed within scope of authority.
- Oversees the special needs transportation process and works with school/program staff and parents to resolve issues, acting as the liaison between the schools and the bus drivers and transportation assistants.
- Hires and supervises classified staff, including: posting vacancies, interviewing candidates, driving background verification, drug testing, physicals, making recommendations for hiring, and conducting employee evaluations. Coordinates the selection of new employees and makes recommendations regarding the hiring, discipline, and termination of classified employees.
- Ensures compliance with policies, laws, and standards relative to program area.
- Investigates and resolves complaints regarding transportation services and employee conduct including discipline of employees, if required.
- Performs computer input and retrieval, including student data and routes.
- Provides for the emergency dispatch of buses and drivers, as needed. Checks road conditions during times of inclement weather potentially at any hour and makes recommendation to the Executive Director of Operations.
- Assures that employees of the department are specifically trained to present a positive public image.
- Assures the resolution of problems and emergencies affecting the availability of quality of service.
- Advises, assists, and trains staff as necessary.
- Oversees the student management process and works with school staff to resolve issues, acting as the liaison between the schools and the bus drivers.
- Monitors and completes necessary testing and reports to comply with Federal and District Drug Testing requirements.
- Verifies compliance with State and Federal regulations, licensing requirements, and other applicable legislation regarding transportation.
- Available on-call during non-office hours and holidays for Transportation personnel and District Staff.
- Cultivate and model a respectful working and learning environment. Assures a positive working relationship between school personnel and the general public by interacting with District Staff and the general public in a positive and responsible manner. Positively represents the District in transportation related issues on various committees and before special interest groups, citizen groups and at other public meeting.
- Keeps transportation records as required; instructs drivers regarding record keeping procedures, transportation policies and regulations.
- Maintains a list of qualified van drivers; trains and/or checks out van drivers.
- Makes regular reports to the Financial Director on the operation of the transportation department.
- Informs the superintendent or designate promptly of any action taken regarding passenger discipline, public complaints and employee disputes of an extreme nature.
- Confers with principals on proposed route changes, etc., that would directly affect students in their schools; attendance areas.
- Assembles and distributes to all schools the route description and maps pertaining to the bus service within their respective boundaries.
- Notifies principal and parents/guardians in the event of accidents, emergencies or schedule delays as indicated in district policy and procedures; consults with and seeks assistance from other administrators as needed.
- Appropriately maintain and secure confidential records and inquiries.
- Problem solves to find solutions to problems between students.
- Works collaboratively with District and building administrators as well as other Custodial Department staff to provide reliable service to customers.
- Communicate clearly with coworkers and other staff.
- Participate as an effective team member.
- Provide impeccable customer service.
- Interacts thoughtfully and courteously with students, staff, administrators and parents and resolves conflict in a professional manner.
- Attends work regularly and is punctual.
MARGINAL DUTIES AND RESPONSIBILITIES
Marginal duties of this position include the following. Employees in this position perform some or all of the following tasks. Other related duties may be assigned.
- Assists office staff and teachers as necessary including answering telephones, routing telephone calls or messages to appropriate staff and operating general office machinery including photocopy machine, computer and fax machine.
- Performs minor first aid in compliance with District policy(ies) and completes required paperwork in a timely fashion.
- Fills out communication log(s).
- Attends in-service trainings.
- Attends staff meetings.
SUPERVISORY RESPONSIBILITIES
All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.

- Education and/or Experience: Associate's degree (A.A.) or equivalent from two-year college or technical school or one to two years' related experience and/or training or equivalent combination of education and experience. Must meet current requirements. Prior successful experience working in a school setting or with special needs students strongly preferred.
- Interpersonal Skills: Works well with others from diverse backgrounds. Focuses on solving conflict; maintaining confidentiality; listening to others without interrupting; keeping emotions under control; remaining open to others’ ideas and contributing to building a positive team spirit. Demonstrated ability to successfully work with special needs students.
- Language Skills: Ability to communicate fluently verbally and in writing in English. Ability to effectively present information and respond effectively to questions in one-on-one, small group situations to students and other school staff. Ability to verbally respond to common inquiries from settings. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals and governmental regulations. Ability to write routine reports and correspondence.
- Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent.
- Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, schedule or diagram form. Ability to deal with problems involving several variables in a variety of situations.
- Computer Skills: General knowledge of computer usage and ability to use database software, e- mail, internet software, spreadsheets, and word processing software. Student information software strongly preferred.
- Other Skills and Abilities: Ability to appropriately communicate with students, teachers, parents and members of the community. Ability to exercise good judgment and work in an environment with constant interruptions.
- Certificates, Licenses, Registrations: Certificates as determined by the district including meeting current No Child Left Behind certification requirements. Ability to obtain a valid CPR/First Aid card, Oregon Drivers License, and Oregon Food Handler card.
