Summary:

This position is primarily responsible for providing financial and business analysis support to the AOR Vice President and Program and Project Managers. The Project Controls Manager will provide project and administrative support to facilitate planning, coordinating, scheduling, and firm fixed price and cost-reimbursable cost accounting for Federal construction and environmental remediation contracts to ensure that goals/objectives of projects are accomplished within a prescribed time frame and funding parameters. Additional duties will include coordinating with the Contracts Manager and Ahtna Inc Shared Services to ensure invoicing, reporting, look-ahead rates and rate adjustments are performed in accordance with Prime Contract requirements. Initially this role will include travel to project sites to initiate and manage daily cost tracking, and to train and mentor field staff. The position may include other logistical support services.

The salary range for this position is $111,481-$139,351/year.

Essential Duties and Responsibilities: (including but not limited to)

  • Work with AOR Vice President on to establish and continually improve procedures and reporting consistent with general Project Management standards and Prime Contract requirements.
  • Act as a liaison between Program Managers/Project Staff and others, such as AI Shared Services and other departments, external contacts, clients, etc. May be required to arrange meetings, clarify and resolve problems, coordinate work.
  • Implement/manage client invoicing, daily cost reporting, look-ahead rates, and rate adjustments for cost-reimbursable contracts with the Federal Government.
  • Oversee and/or process day-to-date administrative items (i.e., expense reports, supply requisitions, personnel transaction forms, operating budgets, etc.) per supervisor’s authorization.
  • Prepare EAC, ETC, and project variance reports and templates.
  • Coordinate and act as liaison between finance and program management for monthly reporting requirements.
  • Assist in preparing documents for use in reconciling one or more of the following: project invoicing, payables, receivable transactions and/or subcontractor/vendor invoices.
  • Process vendor/subcontractor invoices for payment, making comparisons to purchase order/subcontract, material receiving report to verify quantities, prices, payment terms, and freight charges.
  • Review and/or code purchase orders, subcontractor invoices, costs, quantities, and actual expenditures for input into cost collection system.
  • Review field crew timesheets for accurate project coding, labor categories, and time collection; process per diem based on contract accepted rates; and process and code weekly expense reports.
  • Coordinate delivery requirements with vendor and supervisor. Interface with PMs, accounting and vendors to clarify invoice problems, prepare back charges, etc.
  • Assist in the development and implementation of goals, policies, priorities and procedures relating to operational processes.
  • Assist in the review of Estimate at Completion, and Estimate to Complete, reports prior to submitting to the finance department.
  • Work closely with project management to maintain accurate job-cost records. Contact billing, job budgets, change orders, and percentage of completion for job tasks.
  • Assist in the planning, development, implementation and approval of strategy for budgets with the AOR Vice President; including facilities, labor and capital expenditures and operational development (covering particular areas relevant to the operation’s structure, market, etc.).
  • Work directly with Program and Project Managers to maintain accurate job-cost records, contract billing, job budgets, change orders and percentage of completion for job tasks.
  • Has significant experience with multiple Federal contact types including fixed price, time and material, cost reimbursable, fixed unit price, etc.
  • Work with Executive Management on the development of Board Meeting presentations.
  • Support AOR Vice President, Contracts Manager, and project team in preparing and submitting necessary documents and forms as required by the contracts.
  • Maintain clear communication with executive management.
  • Perform any other duties as assigned by management.

Minimum Qualifications

  • Bachelor’s degree in accounting, business economics or a related field.
    • Business administration, management, or accounting experience demonstrating the ability to accomplish the essential functions of the job may be substituted on a year per year basis.
  • Eight (8) years of experience in similar project controls analyst and operational analysis or accounting and finance position with a company of similar size in a contracting environment; including procurement in unit price scheduling, cost reimbursement, IDIQ, Fixed Price: Time and Materials; Services: Sole Source, Performance Based and Incentive.
  • Hands-on experience in working directly with project/program managers in both construction and environmental fields, preparing daily cost reports, weekly/monthly incurred cost submission, contract close-outs and unbilled receivables; understanding of equipment rates.
  • Thorough understanding of Microsoft programs such as Excel, Word, and PowerPoint, and experience with enterprise software such as Cognos/DelTek.
  • Experience working with project/program managers in both the construction and environmental fields under federal programs at the project level.
  • Experience working with/managing project financials for multiple 8(a) ANC subsidiary corporations simultaneously; including establishment of project schedule of values, assisting with revenue forecasts and project variance reports.
  • Experience with monthly preparation of EAC, ETCs, and variance reports for both FFP and CPFF contracts for Federal Programs (DOD, DOE, etc.).
  • Experience working in a company that operates under a shared services type structure.
  • Experience working with government invoicing systems to include ARCnet and WAWF.

Preferred Qualifications

  • Experience with Adobe suite, specifically InDesign, Illustrator, and Photoshop.
  • Experience working on projects that may contain classified material and/or projects that require the project team to have security classifications.
  • Experience preparing and reviewing bid documents, submittal packages, O&M documentation, and specification packages.
  • Experience coordinating the transport and disposal of dangerous goods and/or Hazardous Waste.
  • Experience and knowledge of Alaska Native cultures.

  • Proven track record of managing and developing/mentoring a Project Controls team to expand our ability to manage and execute more work with the Federal Government.
  • Actively promotes and personally observes safety and security procedures and uses equipment and materials properly.
  • Preferred understanding of the SBA 8(a) program.

Working Environment:

Generally, an indoor office environment with frequent interruptions, often noisy, high-paced atmosphere, with tendencies of having an extremely heavy workload. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.


Physical Demands (including but not limited to):

Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours; occasional lifting of up to 25 pounds such as small office equipment, files, stacks of paper, reference and other materials.

Work is generally performed in an office setting with the ability to speak and receive phone communications often. Work requires computer usage with strength, dexterity, coordination, and visual acuity to use keyboard and video display terminal, and other office equipment
