Job Description :
The Human Resources / Culture Specialist will lead the daily functions of the Human Resource (HR) program including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. They will also focus on developing workplace culture including fostering communication, mutual respect, collaboration, employee development, recognition for achievements, and making sure that employees feel valued, supported, and empowered to reach their full potential, all while aligning with the District's core values and mission.
Preferred Qualifications :
- Bachelor's degree required.
- Bachelor's degree in human resources, Business Administration, or related field preferred.
- SHRM-CP or ability to obtain.
- Public Health experience.
Essential Job Functions :
Direct the following human resource functions : staffing, affirmative action, wage / salary and benefit administration, training and development, safety and health, and employee services.Help establish resources to address the education, training, and on-the-job reinforcement of knowledge and skills of the District's workforce.In conjunction with the Administrator, assess the District's work environment, staff support climate, and staff satisfaction, with the aim of fostering the well-being, satisfaction, and motivation of all staff while recognizing their diverse needs.Participate in maintaining the District's capabilities for handling emergencies or disasters.Communicate effectively with staff.Create an environment that encourages ethical behavior and high performance.Act in accordance with legal and ethical responsibilities to the public.Implement human resource policies and programs of the District.Audit time and attendance records; review and resolve errors from edits.Perform all duties associated with onboarding new employees. Ensure new employees are properly oriented to the District and programs.Work closely with fiscal agents to ensure the timely and accurate production of payroll including payroll reporting, payroll tax, and other payroll deductions including garnishments and contribution amounts.Resolve employee concerns and discrepancies in a timely manner.Work closely with fiscal agents to reconcile reporting and compliance.Lead efforts to attract new staff for the District including advertising, screening of applicants, pre-employment background checks, reference checks, and job offer.Collaborate with the leadership team to retain staff by improving onboarding, investing in professional development, and developing workplace culture.Maintain complete and timely records of all training and licensure for entire staff.Monitor due dates for performance reviews and communicate with staff to ensure timely completion and tracking of performance reviews.Complete periodic compensation survey data.Skills Required :
