What are the responsibilities and job description for the Construction Manager Representative - Bridge and Pavement position at ASR INTERNATIONAL?
Responsibilities:
- Provide technical assistance and support to the COR during construction such as: conducting meetings, reviewing submittals, reviewing requests for information, drafting correspondence, preparing cost estimates, reviewing payroll, completing both daily and weekly reports and photographic documentation of work in progress.
- Maintain all current construction documents on site at all times for review by NPS personnel as needed.
- Draft Correspondence for RFIs, RFPs, RPPs, etc.
- Maintain a log of all submittals and distribute and track all submittals through project completion.
- Coordinate, lead and document weekly calls/meetings to update the COR and the project team on the work progress, address outstanding project issues, and coordinate upcoming work activities.
- Prepare and upload daily reports.
- Review and confirm certified payrolls.
- Review and verify that the contractor’s project record drawings are updated to reflect all changes and work completed before each monthly progress payment.
- Use project closeout checklist and review and coordinate to ensure construction contractor fully execute the closeout requirements
- Monitor construction activities to verify that the work is being completed in a safe manner, and is in accordance with the Contractor’s Safety Plan, contract requirements, and OSHA regulations.
- Assist the COR with preparing Government Cost Estimates for construction modifications with breakdown of labor, materials, and equipment costs
- Draft cost estimates with proper breakdowns and supporting documentation.
- Draft negotiation objectives
- Draft Record of Negotiation documents, including the capture of agreements and disagreements between the Government and Contractor.
- Review and have full comprehension of NPS Division One Specification 01 32 16 Construction Schedule and its application to the project.
- Review Contractor’s baseline schedule in paper and electronic format for proper schedule logic and accuracy, and to verify NPS/DOI specifications. Ensure baseline schedule remains unchanged throughout the project and all updates are continually compared to the baseline.
- Perform electronic analysis generating a report on all schedules, compare the baseline schedule to revised schedules and monthly updates to previous months schedules to ensure proper adherence to schedule requirements.
- Review 2-3 week look ahead schedules providing a report detailing any inaccuracies to the COR.
- Upload baseline schedule and schedule updates from scheduling software.
- Monitor GC’s labor and safety compliance with regulations, standards and contract requirements.
Qualifications:
- 5 years of relevant experience.
- Knowledgeable in paving, concrete, and transportation construction practices, including applicable industry standards, regulations and codes.
- Experienced with cost breakdown estimating, cost negotiation, and technical writing.
- Excellent computer operating skills to be able to create and manipulate Microsoft Project, Primavera or equivalent schedules and be proficient in a variety of well-known programs such as Microsoft Word, Excel, Teams, and Project.
- Experienced user of Construction Project Management software to be utilized for communications, project progress meetings, review of submittals, RFIs, transmission of digital progress photographs, etc.
- Bachelor's degree in a Construction related field.
- OSHA-30 Certification.
- Experience with Construction Management software.
- Federal construction experience preferred.
- Qualified applicants must be able to pass a background check.
