ASR International Corporation has an exciting opportunity for a Human Resources Process Consultant position working as part of our team supporting The Department of Navy’s (DON) Office of Civilian Human Resources (OCHR). OCHR performs the tasks and functions necessary for meeting the agency’s and the Navy’s mission in recruitment of qualified personnel.
The OCHR is the authoritative source of civilian human resources strategic and technical expertise for Hire-to-Retire process to enable the recruitment of the right talent for the mission of the DON. The strategies, policies, business processes, and systems developed/implemented and managed by the OCHR affect the entire DON civilian workforce and ultimately support the military war fighter.
Location: Washington, D.C.
Job Description/Responsibilities:
- Collaborate with OCHR on DON HR issues to propose, develop, and advance appropriate legislative, regulatory and policy initiatives, processes and DON-wide HR improvements.
- Communicate with the Program Managers at OCHR Headquarters and the Operation Centers to learn their business processes, gather business problems and translate them into requirements.
- Supports requirements definition, business process improvement, and business design activities.
- Prepare and present requirements documentation, briefings, presentations and project management documentation.
- Assists clients in defining needs or problems. Conducts analyses of current operational policies, procedures, and processes.
- Provide expertise in the design, development, and installation of total quality systems for client organizations, as well as business process reengineering, performance measurement, benchmarking, and analysis.
- Develop feasibility and cost-benefit studies, lifecycle analyses, briefings and presentations, report writing, and post-implementation evaluations for information management projects.
- Responsible for completion of assigned projects and conducting analysis within time and scope parameters.
- Conduct reviews and research for assigned customer policy and program areas.
- Ensure IT systems and applications are compliant with DON IT policy and HR Functional Area Managers requirements. Assess how to integrate the business requirements with technology.
- Must be a U.S. Citizen with the ability to obtain security clearance and clearing necessary background checks/assessments as required. Active high-level Security Clearance desired.
- Minimum Education: High School Diploma or equivalent, Bachelor’s Degree preferred.
- Target Experience: At least 6 years of proven ability in developing strategic business plans, assessments, activity and data modeling, and performance measurements. Ability to and experience in conducting operations research to include assessments, data modeling, and performance measurements as well as identifying trends and metrics related to the Department’s workforce.
- Have the ability to communicate effectively with all levels of military and civilian personnel.
- Proficiency in Microsoft Office Suite (Teams, Word, Excel, PowerBI, PowerPoint).

Salary : $90,000 - $130,000
