ASRC Federal Field Services is seeking a Specialist, Construction Contracts in support of our Vance AFB Base Operations Support Contract Located in Enid, Oklahoma.
- Oversees the acquisition planning, solicitation, award and administration of construction, service, and A&E contracts. This includes but is not limited to the coordinating design functions, advertisement, bid review, award of contract, vendor setup/validation, contract maintenance and contract closeout.
- Responsible for hosting meetings/briefs, contract bid reviews for compliance, modifications, invoicing and pricing reviews.
- Responsible for maintaining the construction contract file and ensuring compliance with Statement of Work, the Federal Acquisition Regulation (FAR) and other pertinent directives and regulations as modified by Corporate regulations and procedures approved for use by the Air Force and US Government.
- Briefs the Local Purchase Supervisor on construction contracts status.
- Coordinates with technical representatives to ensure subcontract documents accurately reflects the requirements of the project.
- Negotiates changes and capable of determining agreed to pricing is fair and reasonable utilizing Government accepted methodologies.
- Assures all facets of constructions contract files are maintained in a timely manner and file is complete prior to contract final payment.
- Must have knowledge of the Federal Acquisition Regulation (FAR) and its application to subcontracting under a government prime contract.
- This includes, but is not limited to, reviewing/understanding Prime contract requirements and assessing/mitigating risks in the subcontracts issued under it.
- Maintain credit card reconciliation.
- Provide administrative support for procurement actions, to include but not limited to, generate purchase order files, conduct compliance review on purchase orders, maintain vendor files, and review contracts for accurate and completed documentation and payment in a timely manner. Prepare and administer documentation and applicable forms for government contracting officer's signature, to include but not limited to, uploading of funding documents for ACO signature, distribution to procurement and records management, and checking weekly Wage Determination updates.
- Possess strong communication, organizational and relational skills. Performs other related duties as assigned.
- Minimum of 2 years contracts/subcontracts administration experience to include Construction Contracts.
- Minimum of 2 years of experience in advertising, award and maintenance of contracts for the Federal Government.
- Preferably has extensive knowledge of the Federal Acquisition Regulations (FAR) and Air Force FAR (AFFAR) Supplement.
- Proficiency in MS Office: Word, Power Point, Outlook, with an emphasis with Excel, and the Internet.
- Experience working within an Approved Purchasing System.
