Description

SUMMARY: The Tribal Justice Manager is responsible for the management and administration of the AVCP Tribal Justice Program. This program provides training and technical support to the 56 Member Tribes’ Tribal Courts and Councils on court implementation, development and sustainability. This program works closely with the Tribal Child Welfare program.
PERFORMANCE RESPONSIBILITIES: include the following. Other duties may be assigned.
  • Evaluates and addresses the technical assistance needs of the AVCP member villages Tribal Courts.
  • Coordinates training for the Tribal Courts and their staff, arranges workshops, and conferences.
  • Prepares and submits program reports as needed to the BIA-OJS staff or other funders.
  • Provides training and technical assistance in the preparation of amendments to constitutional or foundational documents, drafting of codes and ordinances, court procedures, notices, draft orders and other document templates.
  • Provides training in the areas of basic training for court clerks, administrators and judges, child protection and family cases, domestic violence, due process, judicial ethics, tribal councils acting as tribal courts and other relevant areas of training related to tribal courts.
  • Tracks tribal court staff turnover and keeps track of all active and in-active tribal courts
  • Supports compacted Tribes in requesting and tracking tribal court assessments, preparing annual funding requests, budgeting for and expensing BIA tribal court funding and following the recommendations of BIA tribal court assessments.
  • Maintains strict confidentiality of all attorneys, client, case and department information.
  • Represents AVCP’s Tribal Justice program in state and federal meetings and follows tribal court development issues in Alaska and at the federal level.
  • Responsible for program and fiscal management of the Tribal Justice Program, including developing and monitoring the annual budget, developing narrative program reports for the funding sources, and reports as needed to AVCP Administration.
  • Supervisory Responsibilities: Directly supervises employees in the Tribal Justice Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Requirements

QUALIFICATIONS: The individual must be able to perform each essential duty satisfactorily. Must have strong written, verbal, reasoning and analytical skills. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be willing to travel frequently. This position requires a thorough understanding of the culture and the needs of the Tribes of the Yukon-Kuskokwim Delta region. Strong written, oral, organizational and analytical skills are required. Bilingual Yup’ik/English preferred.
EDUCATION AND EXPERIENCE: Juris Doctorate from an accredited U.S. Law school preferred. License to practice law in the State of Alaska or ability to become licensed within one (1) year of hire preferred. One or more years of experience in tribal courts, child advocacy, domestic violence law, Indian law, or non-profit law preferred. Experience supervising, managing grants and designing programs is preferred. Familiarity and travel experience in the Yukon-Kuskokwim Delta and Yup’ik, Cup’ik, and/or Athabascan culture preferred. Must be willing to travel frequently. Yup’ik speaker preferred.
