Job Title:         Clinical Manager  

Department:    Recovery Services

Reports To:     Senior Manager

Supervises:      Assigned Staff

FLSA Status:  Exempt 

Pay Grade:      E7

Job Type:        Full-Time, Regular

General Functions:

The Clinical Manager is responsible for the clinical oversight of their assigned programs, including a focus on working with clinical and non-clinical personnel to strengthen the alignment of operational and clinical best practices. The Clinical Manager supports all employees of assigned programs to utilize trauma-informed, culturally-responsive and recovery orientated approaches, language, and interventions. The Clinical Manager provides daily technical oversight to the team, relating to the provision of clinical services, clinical documentation, the therapeutic milieu (when applicable), the therapeutic quality of programming, ethical care standards, and the utilization of evidence-based interventions. The Clinical Manager is responsible for leading/facilitating clinical staffing and consultation meetings, the provision of individual and group supervision, and the development and delivery of staff training related to clinical needs of the program. The Clinical Manager dedicates 10% of their time to the provision of direct care. The Clinical Manager ensures clinical service delivery per CITC’s vision and mission and follows all State and Federal service delivery requirements. The Clinical Manager will monitor adherence to and suggest best practices focusing on program outcomes, partipcant-driven and trauma-informed care.

 

Duties and responsibilities:

  • Work in partnership with Program Manager as a unified leadership presence for assigned program(s).
  • Provide direct clinical services to partipants for 10% of worked hours. 
  • Support clinical staff in discerning appropriate Level of Care placement recommendations.
  • Support program staff in conceptualizing and providing interventions for co-occuring psychiatric challenges. 
  • Support staff in moments of partipant crisis and high acuity situations. 
  • Support providers in exploring and addressing legal and ethical matters relating to care. 
  • Collaborate with Clinical Supervisors and Program Managers throughout the Recovery Services continuum of care.
  • Ensure services are participant driven, trauma-informed, culturally-responsive, evidence-based, and per policy and procedures, 
  • Provide clinical supervision, training, coaching, and mentoring.
  • Accurately document clinical supervisions and staffing in a timely way and in accordance with CITC policies and procedures. 
  • Ensure delivery of services within the scope of practice.  
  • Formally observe the clinical work of assigned staff and provide constructive feedback on clinical strengths and areas of growth. 
  • Provide clinical oversight of weekly Case Staffing and overall clinical care.
  • Provide weekly individual supervision to all assigned clinical staff. 
  • Review and provide input for clinical care.
  • Facilitate clinical staff training and education, as assigned.
  • Partipcate in quality assurance activities, such as formalized comittees, ongoing program audits, and ensuring documentation is accurate and timley. 
  • Work closely with Program Managers to create meaningful staff development and individual learning plans.
  • Maintain an active presence and availability on the treatment units.
  • Work collaboratively with leadership to review and update clinical policies and procedures as needed. 
  • Review Clinical outcomes and suggest the implementation of services and protocols to create positive change.
  • Support Human Resources and Program Managers in recruiting, interviewing, and hiring new clinical staff. 
  • Partner with Program Managers in performance management of clinical and other program staff, as appropriate. 
  • Maintain confidentiality according to all state and federal regulations, policies, and procedures.
  • Work as a liaison between Recovery Services and other departments, and address escalated situations as needed. 
  • Participate in training sessions and presentations associated with funded projects as needed.
  • May serve as acting supervisor/manager during supervisor/manager’s absence.
  • May serve as coverage for clinical care in the case of vacant positions, extended leave of staff, etc.
  • Support 24-hour facility as clinically urgent needs arise through on-call assignments. 
  • Perform all related duties as assigned.

 

Job Responsibilities Related to Participant Privacy

  • Employee is expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law.  Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.
  • Employee may access protected health information and other participant information only to the extent necessary to complete job duties.  Employee may only share such information on a need to know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.
  • Employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer.

  • Demonstrated ability to negotiate, mediate, and manage conflict in various settings and contexts.
  • Demonstrated complete understanding of HIPAA and Confidentiality Laws.
  • Demonstrated understanding and full knowledge of ethical concerns and laws in the substance use and behavioral health fields.
  • Demonstrated experience working with Alaska Native people and an understanding of their values and belief systems and knowledge of Alaska Native and community resources.
  • Demonstrated ability to inspire community participation and build coalitions.
  • Strong knowledge of case management principles.
  • Ability to express ideas constructively, both orally and in written forms.
  • Ability to work with diverse populations with multiple barriers.
  • Demonstrated ability to work independently as well as in a team environment.
  • Ability to manage time effectively and manage multiple deadlines and projects. 
  • Demonstrated ability to use sound and accurate judgment and apply experience to resolve non-routine problems independently and with direction from supervisor.
  • Ability to supervise and lead others.
  • Strong computer literacy including, but not limited too, word processing, email, internet, spreadsheets, and EHR systems.

 

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills 

 

Minimum Qualifications:

  • Master’s Degree in Social Work, Psychology, Human Services, Counseling, Substance Abuse Counseling, Addiction Counseling, or related field.
  • Alaska Chemical Dependency Counselor Certification I (CDC I), or ability to obtain certification within three months from the hire date. 
  • Obtain Qualified Addiction Professional (QAP) aporroval within (3) three years of the Provisional Provider Application approval date with the State of Alaska. 
  • Current Alaska clinical licensure in designated field (Ex: LPC, LCSW, LMFT, etc.) at time of hire. 
  • Two (2) years experience delivering trauma-informed care services.
  • Four (4) years of progressively responsible clinical experience.
  • Two (2) years of clinical experience in a multidisciplinary environment; OR demonstrated proficiency as a Clinician II at CITC.
  • Must obtain LPC Board approved supervisor license within 3 years of hire date. 
  • Must obtain Chemical Depency Counselor Supervisor (CDCS) certificate with the State of Alaska within 2 years of hire.
  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
  • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.

 

Preferred Qualifications:

  • Three (3) years of clinical supervisory experience, including experience providing individual and group clinical supervision. 
  • Current LPC Board approved supervisor license. 
  • Current Chemical Depency Counselor Supervisor (CDCS) certification with the State of Alaska.
  • Trained and/or certified in evidenced-based approaches for the treatment of trauma, such as EMDR and/or brainspotting. 
  • National and/or International certification for professionals working within Substance Use Disorders/Addiction-related disciplines, such as the MAC certification through NAADAC. 

 

Physical Requirements: 

  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
