You must be a current employee with the Unified Government of Athens-Clarke County to be considered for this position.

REPORTS TO: Superintendent of Meter Management
FLSA STATUS: Non-Exempt
CLASSIFICATION: Personnel System, Requires satisfactory completion of a six month probationary period.
PAY GRADE: 116
SAFETY SENSITIVE: Yes - CDL; Subject to random drug testing per the Athens-Clarke County Drug and alcohol Ordinance.

Purpose of Job
The purpose of this job is to perform supervisory/administrative/technical/manual functions associated with installation and repair of Advanced Metering Infrastructure (AMI) components, which includes: water meters, collectors, and data transfers. . Duties and responsibilities include, but not limited to: supervising and participating in the construction, installation, troubleshooting, and repair of all AMI components including meters, collectors, hardware and software. Responds to complaints concerning water leaks, low pressure, and high bills; operating and maintaining equipment; supervising assigned staff; and performing additional tasks as assigned.

Job Related Requirements

Work Schedule: Monday-Friday 8:00 AM - 4:30 PM, subject to 24/7 on-call rotation

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

High school diploma or equivalent with three years of experience involving water meter installation and repair required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Two years of supervisory experience required.

Must possess or have the ability to obtain within six months a valid Georgia Commercial Driver's License.

Must possess or have the ability to obtain an appropriate state certified license for water distribution and backflow certification within one year of employment.

Two years of experience involving AMI water meter installation and repair preferred

Associate's/Technical/Vocational degree in a related discipline preferred.


Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned AMI Technicians I and II , handles all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.

Functions as AMI program liaison on behalf of Meter Management involving information exchange, trouble shooting and problem solving.

Supervises and participates in the trouble shooting, repair, and installation of commercial and residential AMI water meters, including 3/4" through 8" meters.

Supervises installation and maintenance of AMI collectors and all other AMI infrastructure.

Receives and/or prepares letters, reports, correspondence, forms and other documentation; reviews, processes, and/or forwards as appropriate; maintains files and logs; performs other clerical duties.

Install and maintain AMI collectors and all other AMI infrastructure(s).

Records daily work activities for permanent records.

Plans and coordinates daily work assignments and maintains crew schedules.

Schedules time for different type repairs and installation.

Operate data collecting hardware and software; utilizes laptop/tablet/smartphone in field to analyze and communicate data, download GPS coordinates of meter location, create notes for new accounts. Make sure all information is downloaded into system correctly for permanent record and successful reads.

Analyze all AMI data via software to trouble shoot customer problems.

Participate in troubleshooting AMI systems by tracking functionality from meter, to collector, to WBO, to customer.

Gathers materials and supplies used in daily activities.

Plugs/pulls meters to connect/disconnect water service as appropriate.

Replaces meter boxes and lids; changes cut-off valves; replaces meter couplings; raises, tests and relocates meters.

Installs concrete vaults; finishes concrete and backfills around vaults; landscapes areas.

Tests meters of various sizes for accuracy using specialized test equipment.

Operates and maintains meter testing equipment.

Operates equipment such as a utility vehicle, backhoe, dump truck, boom truck, tapping machine, air compressor, water pump; assures preventive maintenance of vehicles and equipment.

Responds to complaints regarding water pressure, high bills, water leaks, and other related problems; determines responsibility for leaks.

Advises customers of water business policies, operating procedures, and charges.
Responds to emergency service calls when on standby.

Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals.

Reads and interprets blueprints, maps and plats.

Prepares and/or receives various forms, reports or other documents; processes and forwards as appropriate.

Performs other related duties as required.

Knowledge, Skills and Abilities

Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department.

Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities.

Knowledge of AMI water meter repair and operation, the design and operation of various meters, and departmental policies and procedures.

Analytical ability to evaluate entire AMI system operations.

Knowledge and skills associated with all office and field functions in the operations of the AMI system associated with meter reading activities.

Knowledge of Athens-Clarke County policies and procedures pertaining to repair and maintenance of AMI water meters, collectors, transceivers and handheld devices for trouble shooting and data transfers.

Knowledge and skill to operate various machinery and equipment including a utility vehicle, backhoe, dump truck, boom truck, tapping machine, air compressor, water pump, two-way radio, etc.

Skill in use of desktop computer, laptop, smart phone, tablet, etc. and ability to learn new software.

Skill in reading maps, blueprints and subdivision plats.

Skill in installing and repairing water meters, in the installation and operation of backflow prevention devices, and in the operation and repair of backflow preventers and pressure valves.

Skill in driving, finishing concrete, following instructions, and supervisory practices.

Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.

Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.

Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Unified Government of Athens-Clarke County as they relate to the Public Utilities Department.

Ability to assemble information and make written reports and documents in a concise, clear and effective manner.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Ability to handle required mathematical calculations.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a utility vehicle, backhoe, dump truck, boom truck, tapping machine, air compressor, water pump, two-way radio, etc. Must be able to use body members to work, move or carry objects or materials. This position requires: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently. Physical demand requirements are at levels of those of heavy work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes giving/receiving assignments and/or directions to/from co-workers, assistants or supervisors.

LANGUAGE ABILITY: Requires the ability to read a variety of maps, plats, blueprints, informational documentation, directions, instructions, methods and procedures. FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a variety of machinery and equipment including a utility vehicle, backhoe, dump truck, boom truck, tapping machine, air compressor, water pump, two-way radio, etc.

MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using equipment. Requires the ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated machinery and equipment, hand tools, mechanic tools, power tools, landscaping materials, and plumbing supplies. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking -expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via two-way radio.
