Purpose of Job
The purpose of this job is to coordinate the processing of payroll for the ACCGov workforce and ensure compliance with all relevant laws and regulations. This position involves working closely with various departments, employees, and external entities to deliver timely and accurate compensation to all employees on behalf of the Athens-Clarke County Human Resources Department. Duties and responsibilities include, but are not limited to, payroll processing, compliance and reporting, employee records management, payroll issue resolution, communication and training, system maintenance and upgrades, continuous improvement and refinement of the payroll process, and performing other duties as assigned.

Job Related Requirements
Work Schedule: Monday - Friday 8:00 am - 5:00 pm. Occasional nights and weekends may be required.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCGov's safe driving policy.

Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor's degree in Human Resources Management, Business/Public Administration, Risk Management, Health Promotion, Public Health or related discipline with four years of human resources, personnel administration, policy development, risk assessment, insurance, accounting, health promotion, financial management or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for the position.

Must have the ability to obtain professional certification in the field of Human Resources which may include SHRM, PHR, PSHRA, CPP, CCP, or similar certification within 24 months of date of hire.

Must possess a valid driver's license.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Participates in all aspects of processing bi-weekly, monthly, and retiree payroll cycles ensuring accurate and timely payments are provided to employees and retirees. Collects, verifies, and enters employee data such as working hours, leaves, deductions, and additions into the payroll system. Reviews and reconciles timesheets and attendance records to ensure accuracy of data entry. Calculates and processes salary, wages, overtime, premium pay, and other compensation elements according to established pay scales and policies.

Works with the HRIS Developer, FIS Developer, and IT staff to ensure the integrity and functionality of the payroll system. Develops expertise in payroll software and leverages available functionality to maximize accuracy and efficiency of the payroll process. Assists with the configuration and maintenance of the payroll software including system codes, controls, special formulas, user permissions, and system tests. Documents and communicates changes as appropriate.

Assists with payroll software updates and system improvements. Assists in establishing goals and priorities for the payroll system.

Maintains current knowledge of relevant state and federal laws as they pertain to payroll functions. Ensures all policy and procedures in assigned areas are up to date and in compliance with applicable law, rules, and regulations.

Administers tax withholding, benefits deductions, retirement contributions, and other payroll-related deductions.

Prepares and balances required monthly, quarterly, and annual reports, including W2s, federal, state, and other payroll-related reports; submits reports to the appropriate agencies.

Calculates and responds to requests for garnishments, levies, and child support deductions; serves employee levies.

Generates and distributes payroll reports for internal departments and external agencies as needed.

Maintains and updates employee payroll records, including personal information, tax status, and direct deposit details.

Responds to employee inquiries related to payroll, deductions, and tax withholding.

Investigates and resolves payroll discrepancies or errors promptly and efficiently.

Collaborates with HR and ACCGov departments to address payroll-related concerns and implement corrective actions.

Communicates payroll-related policies and procedures to employees and ensures understanding and compliance.

Conducts periodic training sessions for supervisors and managers on time reporting in Munis ESS, payroll procedures, and relevant policies.

Audits departments to ensure proper documentation of payroll procedures and the correct documentation of employee work time; makes recommendations concerning same.

Suggests and implements process improvements to enhance the efficiency and accuracy of payroll operations.

Knowledge, Skills and Abilities

Knowledge of the policies, procedures, and activities of the Athens-Clarke County Human Resources Department as they pertain to the performance of duties relating to the position of Payroll Coordinator.

Knowledge of the terminology used within the department. Has the ability to communicate effectively with supervisors and other staff members. Effective communication and interpersonal skills.

Knowledge of governmental accounting, bookkeeping, and the computerized human resources/payroll system.

Knowledge of relevant state and federal laws as they pertain to payroll, deductions, policies, and reporting procedures.

Knowledge of personnel policies; state garnishment codes and procedures; departmental rules and regulations; and accepted payroll accounting procedures requiring judgment, selection, and interpretation in application.

Knowledge of HRIS (Human Resources Information System), payroll software and MS Office applications, particularly Excel.

Knowledge of payroll regulations, tax laws, and labor laws.

Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.

Ability to devote strong attention to detail and accuracy. Excellent organizational and time-management skills. Exceptional problem-solving abilities.

Ability to maintain confidentiality and handle sensitive information with discretion.

Ability to use independent judgment in routine and non-routine situations. Ability to perform mathematical calculations.

Ability to utilize and understand computer applications and techniques (including database management software) as necessary in the completion of daily assignments.

Ability to plan, organize, and/or prioritize daily assignments and work activities.

Ability to comprehend and apply regulations and procedures of the office.

Ability to use standard office equipment including, but not limited to, computer, copier, and printer.

HYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, printer, calculator, telephone, copier and facsimile machines, and audio/visual equipment.
