Purpose of Job
The purpose of this job is to manage all aspects of the Motor Vehicle Division. Duties and responsibilities include, but are not limited to, hiring, training, supervising, assisting and counseling staff, assisting Tax Commissioner with administrative duties, developing a comprehensive system to account for tax funds collected and disbursed to the Unified Government, Clarke County School Board, and State of Georgia.
Job Related Requirements
Work Schedule: Monday - Friday 8:00 AM - 5:00 PM.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions
Bachelor's Degree in Accounting, Public Administration or related discipline with five years of accounting, public relations or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Two years of supervisory experience is required.
Must possess a valid driver’s license.
Must possess or have the ability to acquire Notary Public status.
Must possess Tax Office Certification or the ability to obtain such certification within twelve months of date of hire and successfully complete Tax and Title workshop requirements annually.
Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff, handles all employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals.
Manages the daily operations of the Motor Vehicle Division including opening and closing of facility.
Prepares bank account reconciliation reports. Balances accounts to GSI Financial System general ledger.
Solves problems that clerks are unable to resolve including dealing with abusive and irate customers, explaining laws to customers that affect them and offering counseling or advise as to course of action they may take.
Establishes and maintains office policies and procedures. Works with staff and Tax Commissioner to solve policy problems and implement new procedures.
Works with computer vendor and users group to design, implement, and install new software to anticipate and react to new laws and regulations.
Submits ideas to computer users group for consideration. Serves as representative for voting on ideas submitted to users group.
Diagnoses and reports bugs and problems to computer vendor; assists vendor in correcting problems.
Designs print for envelopes and other printed materials for the general public to use and read.
Designs forms for use within office and for use by county taxpayers and motor vehicle dealers.
Maintains adequate levels of all office and computer supplies, as well as envelopes used for billing. Places orders to replenish as needed.
Prepares, submits, and justifies annual budget. Monitors records to ensure expenses stay within budget.
Plans and organizes all activities surrounding year-end processes, oversees interaction with Finance Department personnel and ensures that all accounts are correct and up to date.
Evaluates problems with facilities and requests repairs or improvements.
Acts as liaison between the division, other government departments, and the general public.
Provides technical and legal insight of the Tax Commissioner's responsibilities regarding vehicles and mobile homes when dealing with the groups.
Maintains personnel records, leave records, and reports payroll.
Plans, coordinates and conducts staff meetings.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Tax Commissioner's Office and the operations and functions of the Motor Vehicle Division.
Knowledge of management and financial practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Skill and proficiency with computers. Skill with computer software programs as necessary in the performance of job duties.
Skill with organizational management, human relations, and technical skills.
Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.
Ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.

Ability to keep abreast of any changes in laws, policy, methods, operations, budgetary and equipment needs, etc. as they pertain to office operations and activities.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Tax Commissioner's Office as they relate to the Motor Vehicle Division.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to handle required mathematical calculations using statistical methods
Ability to read, understand and interpret personnel and financial reports and related materials.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, typewriter, calculator, facsimile machine, copier, etc. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a computer, typewriter, copier, facsimile machine, etc.. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
