Job Description :

The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on critical regional issues, including growth and development, transportation, water resources, services for older adults, and workforce solutions. The Office of the Chief Human Resources Officer (CHRO) supports approximately 260 employees through a full spectrum of human resources programs and initiatives, including talent acquisition, compensation and classification, benefits administration, pension management, performance management, employee engagement, leadership and professional development, policy development, HRIS / Analytics, employment / labor law compliance, records retention, and regulatory adherence.

ARC is seeking a highly motivated and strategic Deputy Chief Human Resources Officer (DCHRO) to play a key leadership role in shaping and driving the agency's people strategy. This position requires a strong compliance background, a commitment to exceptional customer service, a deep appreciation for human capital, a strong sense of urgency, and a high degree of emotional intelligence to navigate complex organizational challenges effectively.

Under the direction of the Chief Human Resources Officer (CHRO), the DCHRO will oversee day-to-day HR operations, lead a team of HR professionals, and serve as a strategic advisor to the leadership team. The DCHRO will act in the absence of the CHRO and play a pivotal role in fostering a high-performance culture, ensuring alignment with business objectives, and driving initiatives that enhance employee experience and engagement.

Essential Duties and Responsibilities :

Compliance, HR Operations, and Risk Management :

  • Ensure compliance with all federal, state, and local labor laws, regulations, and industry standards, with a strong focus on HR compliance and risk mitigation.
  • Oversee HR policies and procedures, ensuring they are updated, market-competitive, and aligned with best practices.
  • Partner with Legal Counsel and senior leadership to develop and review policies that ensure fair and consistent application across the agency.
  • Leverage HR analytics to assess workforce trends, guide strategic decisions, and ensure regulatory compliance.
  • Develop and oversee a strong internal controls framework for HR processes, including hiring, promotions, salary administration, and benefits management.
  • Serve as a key advisor on workforce planning, classification, and compensation structures to ensure equity and market competitiveness.

Employee Experience, Culture, and Engagement :

  • Foster a positive, inclusive, and service-oriented HR culture that enhances the employee experience and builds trust across all levels of the organization.
  • Champion employee engagement and well-being initiatives, ensuring a workplace culture that prioritizes employee satisfaction and development.
  • Act as a senior employee relations leader, providing guidance on conflict resolution, disciplinary actions, and dispute mediation with a focus on fairness and consistency.
  • Talent Acquisition, Development, and Performance Management :

  • Oversee succession planning, leadership development, and workforce upskilling to ensure the agency is prepared for future talent needs.
  • Drive innovative talent acquisition strategies that attract and retain top-tier professionals.
  • Implement best-in-class performance management frameworks, including goal setting, competency mapping, and leadership assessments.
  • Serve as a trusted mentor and coach to HR professionals, managers, and senior leaders on people management and organizational effectiveness.
  • Strategic HR Leadership and Organizational Development :

  • Act as a change agent, driving initiatives that improve organizational agility and adaptability.
  • Provide thought leadership on HR trends and best practices, ensuring ARC remains a competitive employer of choice.
  • Support enterprise-wide organizational development and transformation efforts, including restructuring, process optimization, and digital HR transformation.
  • Develop data-driven HR strategies that align with long-term business objectives and ensure the agency is equipped to manage workforce challenges proactively.
  • Compensation, Benefits, and Total Rewards Strategy :

  • Lead compensation and total rewards strategy development, ensuring fair, transparent, and market-competitive pay structures.
  • Oversee benefits administration, including health, dental, vision, retirement plans, and wellness programs.
  • Conduct regular benchmarking and industry analysis to maintain competitive compensation and benefits offerings.
  • Minimum Qualifications :

  • Master's degree in Human Resources Management, Business Administration, Industrial Psychology, Organizational Development, or a related field.
  • 10 years of progressively responsible HR leadership experience, with at least 5 years in a senior management role overseeing HR functions in a mid-sized to large organization.
  • Experience leading HR teams and implementing people strategies in a mission-driven, service-oriented environment.
  • Relative HR certification required.
  • Required Knowledge, Skills, Abilities and Competencies :

  • Expertise in HR Compliance & Employment Law - Strong working knowledge of FLSA, FMLA, ADA, EEOC, and other key regulations.

  • Strong Leadership & Decision-Making - Experience managing HR teams and influencing executive leadership.
  • Data-Driven Mindset - Ability to leverage HR analytics to support strategic decision-making.
  • Change Management & Organizational Development Expertise - A proven track record of successfully leading transformation initiatives.
  • Excellent Communication & Interpersonal Skills - Ability to build relationships, provide clear direction, and inspire confidence at all levels.
  • Proficiency in HRIS & HR Analytics - Experience with NEOGOV, Costpoint / Deltek, and other HR systems preferred.
