Job Description :
The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on critical regional issues, including growth and development, transportation, water resources, services for older adults, and workforce solutions. The Office of the Chief Human Resources Officer (CHRO) supports approximately 260 employees through a full spectrum of human resources programs and initiatives, including talent acquisition, compensation and classification, benefits administration, pension management, performance management, employee engagement, leadership and professional development, policy development, HRIS / Analytics, employment / labor law compliance, records retention, and regulatory adherence.
ARC is seeking a highly motivated and strategic Deputy Chief Human Resources Officer (DCHRO) to play a key leadership role in shaping and driving the agency's people strategy. This position requires a strong compliance background, a commitment to exceptional customer service, a deep appreciation for human capital, a strong sense of urgency, and a high degree of emotional intelligence to navigate complex organizational challenges effectively.
Under the direction of the Chief Human Resources Officer (CHRO), the DCHRO will oversee day-to-day HR operations, lead a team of HR professionals, and serve as a strategic advisor to the leadership team. The DCHRO will act in the absence of the CHRO and play a pivotal role in fostering a high-performance culture, ensuring alignment with business objectives, and driving initiatives that enhance employee experience and engagement.
Essential Duties and Responsibilities :
Compliance, HR Operations, and Risk Management :
- Ensure compliance with all federal, state, and local labor laws, regulations, and industry standards, with a strong focus on HR compliance and risk mitigation.
- Oversee HR policies and procedures, ensuring they are updated, market-competitive, and aligned with best practices.
- Partner with Legal Counsel and senior leadership to develop and review policies that ensure fair and consistent application across the agency.
- Leverage HR analytics to assess workforce trends, guide strategic decisions, and ensure regulatory compliance.
- Develop and oversee a strong internal controls framework for HR processes, including hiring, promotions, salary administration, and benefits management.
- Serve as a key advisor on workforce planning, classification, and compensation structures to ensure equity and market competitiveness.
