GENERAL
The Chief of Staff for Strategy and Coordination (“COS”) is a senior executive leader who serves as a strategic integrator and operational enabler across the organization. This role functions similarly to a Chief of Staff and provides enterprise-wide coordination in support of the CEO and senior leadership team. The position is responsible for driving strategic alignment, managing executive priorities, and enhancing organizational performance through cross-functional collaboration. The COS oversees major business and operational functions including global support delivery across resettlement and logistics activities, internal controls, business intelligence and finance, vendor partnerships, delivery and optimization, ensuring these functions operate cohesively and support the broader mission.
OVERVIEW
The role requires extensive overseas travel to forward-deployed locations and high-tempo environments outside the continental United States (OCONUS). The successful candidate must be capable of operating in complex, cross-functional environments, driving internal performance, and enabling consistent alignment across departments and programs. This position requires a highly adaptive, trusted leader with a strong background in logistics, leadership, strategic planning, business operations integration, government contracting, and organizational development. The ideal candidate excels in dynamic environments, serves as a bridge between executives and departments, and plays a key role in shaping long-term strategy and enterprise execution.
DUTIES AND RESPONSIBILITIES
1. Executive Leadership and Strategy
- Serve as a senior advisor to the CEO, helping drive forward enterprise-wide vision, mission, and long-term strategic priorities.
- Lead executive-level coordination of internal functions, ensuring business operations are aligned with organizational goals and responsive to evolving field and programmatic needs.
- Provide oversight of critical enterprise strategies, including global service delivery and external operations, workforce planning, financial management frameworks, procurement innovation, and talent integration.
- Represent the CEO and other senior leaders in high-level meetings, interagency forums, or governance bodies when appropriate.
2. Functional Oversight and Integration
- Provide executive-level oversight of critical business functions including talent strategy, business intelligence and finance, vendor partnerships, and service delivery to ensure cohesive support for operational programs to the ultimate end customers.
- Coordinate with departmental leaders to ensure integration and alignment of policies, systems, and workflows across internal operations.
- Lead internal performance reviews across administrative and operational functions to identify and address gaps, streamline processes, and support continuous improvement.
- Develop and implement enterprise-wide tools and governance mechanisms that promote accountability, transparency, and responsiveness.
- Serve as a strategic liaison between support departments and executive leadership to ensure all internal functions enable mission success.
3. Strategic Planning and Executive Coordination
- Serve as the primary advisor and integrator to the CEO, facilitating coordination across the executive leadership team, internal and external partners.
- Lead strategic planning processes, ensuring alignment between organizational goals, resource allocation, and operational execution.
- Develop, track, and report enterprise-wide initiatives and executive-level KPIs.
- Facilitate cross-departmental coordination on priority projects, resolving bottlenecks and enabling timely decision-making.
- Manage long-range planning activities and translate board-level and executive strategy into actionable work plans across functions.
- Oversee executive dashboards and internal reporting systems to enhance data-driven decision-making and strategic agility.
- Serve as the CEO’s delegate on strategic planning matters and enterprise performance updates during absences or designated engagements.
4. Organizational Performance and Operational Enablement
- Oversee internal operations related to global talent, workforce development, business intelligence, service delivery, branding, and procurement in coordination with functional leaders.
- Ensure operational integration across administrative support functions and field program delivery.
- Monitor progress on enterprise goals, manage internal governance processes, and enable consistent communication and alignment.
- Establish performance indicators and conduct regular internal reviews to evaluate operational efficiency and service effectiveness.
- Support the development of enterprise-wide operational policies, tools, and dashboards that align with evolving mission needs.
- Collaborate with field and departmental leaders to ensure internal functions are calibrated to support dynamic external programs and contract deliverables.
5. Risk Management, Safety, and Compliance
- Provide oversight of organizational risk management policies and ensure alignment with U.S. government regulations, including FAR and agency-specific requirements.
- Monitor compliance performance across all internal and external operations and lead corrective action efforts.
- Establish and maintain safety protocols for operations and provide executive input into enterprise-wide safety planning.
- Lead internal audits, risk assessments, and readiness evaluations to ensure the organization meets internal standards and external contractual obligations.
- Collaborate with internal stakeholders to mitigate legal, operational, and reputational risks and prepare regular updates for executive review.
6. Leadership Communication and Governance Support
- Manage executive briefing materials, board communications, internal messaging, and decision memos on behalf of the CEO.
- Support the planning and facilitation of executive leadership meetings, strategic leadership efforts, and enterprise updates.
- Serve as a liaison to the Board of Directors and key external stakeholders on matters of strategy, performance, and compliance.
- Coordinate the development of executive-level presentations, white papers, and communication strategies that align with enterprise initiatives.
- Maintain and manage governance calendars, executive action trackers, and decision-making workflows to ensure timely execution of priorities.
- Oversee internal messaging frameworks and enterprise communication standards to ensure alignment across leadership functions.
- Provide strategic counsel to executive leadership on tone, timing, and content of key communications during organizational transitions or high-visibility events.
SKILLS AND QUALIFICATIONS
- Master’s degree in business administration, logistics management, public administration, international affairs, emergency management, operations, or related field.
- 15 years of progressive leadership experience in strategic planning, enterprise operations, global operations, and contingency response management with at least five (5) years in a senior management or director-level role.
- Executive-level leadership experience directing enterprise-wide international operations, preferably in complex or contingency environments.
- Demonstrated success in managing multi-year, high-value U.S. government contracts involving international deployment, logistics, and interagency coordination.
- Experience briefing and advising senior U.S. government officials, international partners, and corporate executives on operational risk, mission performance, and strategic planning.
- Demonstrated success in enterprise integration, internal coordination, and high-stakes project delivery.
- Strong understanding of federal acquisition regulations and U.S. government contracted support services in support of contingency operations.
- Proven ability to lead operations across geographically dispersed teams with varying legal, logistical, and cultural considerations.
- Ability to operate effectively in austere, high-risk, or politically sensitive settings.
- Prior work with Department of State, Department of Homeland Security, U.S. Immigration and Customs Enforcement, Customs and Border Protection, Department of Defense, U.S. Agency for International Development, or similar agencies
- Due to the operational nature of this role, the candidate must maintain a high level of physical fitness and the ability to work in demanding environments.
- This position requires frequent travel within and outside of the assigned region to support operational needs, conduct inspections, and manage field operations.
