Director of Engineering
Job Summary:
Advanced Technology Systems Company (ATSC) is seeking a Director of Engineering to oversee and manage the full spectrum of program and project activities, ranging from small to large-scale initiatives. In this high-visibility role, you will lead the Engineering Professional Services group and drive growth within the company and division.
Key Responsibilities:

Leadership and Strategic Direction
- Provide leadership and strategic guidance across multiple engineering disciplines, including Electrical, Mechanical, Software, and Systems Engineering.
- Shape and align functional strategies to meet organizational objectives, ensuring integration across various engineering functions.
- Apply deep functional and business expertise to create financial and operational solutions that enhance performance across multiple functional areas.
- Direct the resolution of complex or cross-functional business problems, ensuring alignment with overall company goals.
- Leverage relationships with key internal and external customers to support business needs and influence decision-making.

Resource Allocation and Financial Management
- Deploy resources to meet financial and business objectives across diverse functions, including overseeing financial reporting, invoicing, and cash management.
- Identify business challenges that may impact organizational results and implement corrective actions.
- Develop business plans to achieve functional or cross-functional objectives, while ensuring proper resource allocation to meet project goals.
- Establish annual budgets for revenue and profit growth, bid/proposal expenditures, and other related indirect cost elements.

Client Relationship Management and Business Development
- Build and maintain strong relationships with clients, representing the company in client-facing interactions, and ensuring the company’s position as a trusted partner.
- Negotiate with customers and organizational leadership to set priorities, negotiate contracts, and solidify relationships.
- Act as a seller-doer by developing client contacts and relationships, preparing proposals, and leading contract negotiations.
- Participate in marketing, sales, and product development initiatives to identify growth opportunities and support business development efforts.
- Work with sales/product development teams to create a vision, business plan, and strategies for the industrial/mechanical segment.

Project Management and Execution Oversight
- Oversee the preparation of work plans and supervise project teams, managing project scope, budget, and timelines to ensure the timely and successful completion of projects.
- Direct the implementation of safety and quality programs for all projects, ensuring compliance with established policies, procedures, and regulatory requirements.
- Manage the execution of multimillion-dollar projects, ensuring all deliverables are produced on schedule and within budget.
- Supervise daily activities of project personnel, including both technical and administrative support.
- Ensure that all projects adhere to the company's standards, policies, and industry best practices.

Team Development and Organizational Accountability
- Drive accountability throughout the organization, fostering a culture of excellence and high performance.
- Build team effectiveness through the performance management cycle, inspiring employees to achieve both individual and organizational goals.
- Participate in staffing decisions for proposals and projects, collaborating with HR/recruitment to hire the necessary talent to support project needs.
- Organize and prioritize work to meet deadlines set by others, ensuring efficient project execution.
- Encourage professional development and support a collaborative environment to enhance team effectiveness.
Basic Qualifications:
- Bachelor's degree in Engineering; Master’s degree preferred.
- At least 15 years of progressive engineering leadership
- Project management experience in delivering complex programs for the Federal Government with proven experience managing multimillion-dollar projects, including three or more projects valued at $20 million or more.
- Experience with C5ISR or C4ISR technologies is highly preferred.
- Knowledge of sensors (EO/IR cameras, Radars, etc.).
- Strong background in providing technology services to U.S. Federal Government agencies, including DHS, DOD, and international governments.
- C-UAS experience preferred.
- Professional certification is preferred.
- Deep knowledge of engineering principles and practices.
- Familiarity with Federal policies, processes, and procedures related to design-build construction projects.
Physical Demands & Work Environment:
- Work is primarily performed in an office setting.
- Routine tasks require standing, sitting, manual dexterity, climbing stairs, and verbal communication.
- Occasional lifting of objects up to 25 pounds may be required.
