AUBURN HOUSING AUTHORITY
SECTION 8 VOUCHER HOUSING PROGRAMS SPECIALIST
REPORTS TO: Housing Programs Director
SUPERVISES: No Staff
PURPOSE: To interview applicants for residence in housing owned/administered/managed by Auburn Housing Authority. To be responsible for the selection and assignment of prospective tenants to available units for all; including but not limited to; Public Housing, Project Based Section 8, Tax Credits and other owned Housing Programs. To exercise independent judgment within an established framework of guidelines, policies, procedures and regulations. To report and refer to the Housing Programs Director any unusual or unique situations. Work will be monitored through frequent consultations and through written reports.
I. ESSENTIAL TASKS OF THE POSITION
A. Conducts day-to-day Housing Programs Procedures with thorough knowledge of Authority policies and applicable state/federal regulations.
1. Receives and reviews applications for housing assistance upon complete package for Assistant Housing Specialist.

d. Calculates Income and Asset Income
e. Reviews/Runs All Required EIV Reports (For Section 8 Multi-Family, PIH, Housing Choice Voucher)
f. Ensures all appropriate affidavits are signed by applicant.
2. Schedules and conducts applicant and recertification interviews.
3. Investigates personal references and prior tenant background information as deemed necessary.
4. Determines eligibility and computes rents based on Authority/HUD regulations, schedules, procedures and policies.
5. Sets up and maintains individual applicant files.
6. Conduct orientation prior to occupancy for new residents.
7. Issues Vouchers and maintain searching applicants.
8. Responsible for preparing 50058, HAP Contract and other documents and obtaining all necessary signatures for these documents.
9. Handles all interim and recertifications.

- Ensures current utility allowances sheet is in file with annual paperwork

c. Calculates overpayments for noncompliance of income reporting
d. Reviews All Required EIV Reports (For Section 8 Multi-Family, PIH, Housing Choice Voucher)
e. Ensures all appropriate affidavits are signed by applicant.
10. Coordinate’s preoccupancy inspections with Housing Inspector.
a. Move-In Inspections
b. Annual Inspections
c. Move-Out Inspections
11. Reviews RFTA submitted for compliance documents and signatures.
12. Negotiates Rents with landlord for program compliance.
13. Notifies Authority Financial Department, tenants and contract administrator of any entries, changes, adjustments or cancellations regarding housing assistance/rent payments.
14. Responsible for all HAP Contract Rent Changes and Implementation
15. Responsible for all Admin Fee Updates and Changes
16. Responsible for all Billing of Ports (Incoming and Outgoing)
17. Responsible for all Rent Reasonableness Tests
18. Responsible for obtaining proper documentation for New Landlords/Owners and updating as necessary.
19. Submits Monthly HAP Reconciliation to Finance Director
20. Prepares and submits required written reports.
21. Responsible for Annual Audit Preparation (HUD.)
22. Responsible for assuring the accuracy of all mathematical calculations.
23. Responsible for the proper maintenance of all files and records relative to all Housing Programs.
II. SECONDARY POSITION TASKS
A. Performs other duties as assigned by the Housing Programs Director and/or Executive Director.
1. Working knowledge of government regulations.
2. Ability to accept and/ or implement change(s) as they occur; i.e., regulations, policies, organizationally, etc.
3. Ability to express himself/herself clearly and concisely both orally and in writing.
4. Ability to drive and provide own work-related transportation.
III. POSITION REQUIREMENTS AND QUALIFICATIONS
A. Education Level:
1. High School diploma or G.E.D required.
B. Experience in Related Field:
1. Experience in public subsidized housing preferred.
2. Ability to maintain confidentiality in all assignments.
3. Ability to work cooperatively with all Authority personnel and to relate to and interact with the elderly, lower income persons, and landlords.
4. Ability to be flexible and perform work under time pressure.
C. Unique Expertise:
1. Possesses or has ability to obtain Certified Occupancy Specialist.
2. Ability to maintain confidentiality in all assignments.
3. Ability to be flexible and perform work under time pressure.
D. Working Conditions:
1. Environmental parameters:
a. Ability to work in an office environment.
2. Physical demands:
a. Strength: Ability to lift up to 25 pounds.
b. Type: Ability to perform office duties, typing, filing, bending over to low files, reaching high files.
c. Ability to exert up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move an object. Work involves sitting most of the time, but may involve standing or walking for brief periods of time.
E. Work Schedule:
1. Ability to work 35-hour week/Non-Exempt Position.
2. Ability to work additional paid hours on occasion to complete short-term projects.
F. Equipment Used:
1. Competency in operating computer(s), printers and general office equipment, V.O.I.P. phone system
