Harris County is the 3rd most populous county in the nation and provides numerous services to the community, including public health services, disaster recovery, toll roads, flood mitigation, and justice administration. The Harris County Auditor's Office is led by the County Auditor and includes the Accounting and Internal Audit divisions, which are charged with financial oversight of county services.

The Harris Health Internal Audit team within the County Auditor's Office is the designated internal audit function for Harris Health System (Harris Health). Harris Health is the public healthcare safety-net provider serving the residents of Harris County. It consists of 37 clinics, health centers, specialty locations and telemedicine services, and two full-service hospitals: Ben Taub Hospital and Lyndon B. Johnson Hospital (LBJ). Ben Taub and LBJ are verified Level I and Level III trauma centers, respectively, and operate the two busiest emergency centers in the Houston area. Additionally, Harris Health is a teaching system for Baylor College of Medicine and The University of Texas Health Science Center at Houston.

Job Overview

The Harris Health Audit team is looking for a highly motivated Senior Staff Auditor. The ideal candidate will have internal audit experience and great project management, interpersonal, and compliance-oriented skills. The Senior Staff Auditor will play a critical role in providing independent and objective assurance and consulting services to Harris Health.

Under the guidance of Audit Managers and Senior Auditors, the Senior Staff Auditor will:

• Plan, execute, and report on audits to assess Harris Health's adherence to laws, regulations, and internal policies.
• Document well-reasoned audit planning processes that result in clear scope objectives and the clear identification of relevant risks, controls, and audit procedures.
• Use sound professional judgment, critical thinking, initiative, follow-through, and attention to detail in the execution of audit engagements.
• Thoroughly examine organizational policies, procedures, contracts, laws, and other relevant documentation to determine compliance and evaluate internal controls.
• Successfully manage multiple priorities and complete assignments within time constraints and deadlines.
• Use effective written communication to draft clear, concise work papers and audit findings that are accurate, evidence-based, and value-added.
• Help draft audit reports that are concise, timely and fact-based.
• Serve as a trusted advisor through amicable transparent and collaborative working relationships with the audit team and the client.
• Maintain current knowledge of Harris Health, general healthcare operations, and key industry risks to ensure the audit function remains effective.
• Perform other special and administrative projects, as assigned or requested.

Qualifications

Education

• Bachelor's degree in accounting or related field.
• CIA, CPA or progress toward one of these certifications is a plus.

Experience

• 2 years of operational or compliance audit experience.
• Healthcare audit experience is a plus.

Knowledge, Skills & Abilities (KSAs)

• Ability to manage multiple concurrent audit engagements.
• Natural curiosity and ability to analyze complex issues and information.
• Ability to plan, organize, and follow through on assigned projects in a timely manner.
• Ability to confidently present information to the client.
• Ability to communicate clearly and in a timely manner with both the audit team and the client.
• Knowledge of Institute of Internal Audit Standards.
• Well-developed written and verbal communication skills.
• Well-developed interpersonal and critical thinking skills.
• Ability to maintain a high degree of judgment, discretion, and confidentiality of sensitive information.
• Ability to work independently and collaboratively in a team environment.
• Proficiency with Microsoft Office, electronic workpapers, and enterprise resource planning systems.

Nature of Work

• Physical requirements for the position are the ability to sit for extended periods of time and the ability to push/pull up to 50 lbs. and lift/carry up to 20 lbs.

• Occasional travel to Harris Health facilities will be required.
• Hybrid telework schedule | Monday - Friday | 40 hrs. per week | Exempt
• May be required to work more than 40 hours during the workweek or on weekends when special projects or deadlines need to be met.
