The position of IT Project Manager Senior in the IT Infrastructure Data Center Operations is responsible for Data Center / Middleware Operations support for Austin Energy’s Technology and Data Division 24×7 on-call.

This position provides highly advanced maintenance and support of Austin Energy’s Data Centers and COLOs for all technology infrastructure (compute, storage, network). This position collaborates with clients to ensure appropriate IT resources are provided to meet business needs in compliance with NERC / CIP and other mandated standards. Responsibilities include developing processes, procedures, project scope, resource requirements, work plans, time schedules, communication plans, and creating work assignments to meet Data Center objectives. This position is also responsible for writing RFPs, managing vendor contracts, performance, deliverables, payments, capacity planning and budget forecasts. This position is also expected to mentor IT employees as needed. This position is required to be on-site.

CRITICAL :

This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

8 : 00 a.m. to 5 : 00 p.m. (40-hour work week).

Additional work hours may be required to support 24-hour Utility operations, including evenings, weekends, holidays, inclement weather, and emergency closures.

This position requires on-call assignments, which might result in a call back to work.

Preferred Qualifications

Preferred Qualifications :

Experience implementing, troubleshooting, and managing Data Center related projects, as required.

Experience with NERC regulatory standards, approve / deny access to in-scope assets, and provide audit reports.

Experience with software to maintain data center assets (physical hardware, power consumption capacity).

Experience working with Change Control management and meeting requirements for approvals and deliverables.

Experience working with AE Electrical Maintenance and internal / external facilities stakeholders.

Experience working with Business continuity planning to ensure time reduction strategies; Cost-saving initiatives; Project management; Strategic planning and execution.

Experience with hardware installs, decommissioning, and maintenance.

Experience working with cross-functional technical stakeholders and effectively managing projects for (IT operations and SCADA teams) to ensure systems availability.

Experience in preparing and managing budgets, procurement of IT Data Center services, hardware and software, development of RFPs, SOWs, and contract and vendor management.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Direct and manage enterprise / corporate level information technology project development from beginning to end including highly complex or at risk projects submitting proposals, and recommend subsequent budget, scope and schedule changes and / or contingency plans where necessary

Develop project scope, cost estimates, human resource requirements, work plans, time schedules, communication plans, and makes work assignments to meet complex project or program objectives

Write Request For Proposals for external services and manage contracts and vendor performance, deliverables, and payments

Develop full scale complex project plans and associated communications documents, identify and manage project dependencies and critical path, and track and report on project milestones and deliverables

Develop written business requirements and models

Provide leadership in discussions of project management department goals and objectives with IT senior management

Estimate the resources and participants needed to achieve project goals and where required, negotiate with other department managers for the acquisition of required personnel from within the City of Austin

Define the project success criteria and disseminate them to involved parties throughout the project life cycle

Effectively communicate project expectations to sponsor, team members and stakeholders in a timely and clear fashion, and facilitate project management and project status review meetings

Develop successful transition, training plans and recognition for resources on the project team
