Job Overview
The Director of Programs is responsible for overseeing program development and implementation in a manner that supports the strategic growth of the agency; working in coordination with the Executive Director and Board to implement long term comprehensive planning; developing programmatic budgets and monitoring expenditures; ensuring timeliness of program reports; and assisting in the preparation of grants. The position provides direct supervision to the Program Manager and Program Coordinator. Participates and assists in assuring the compliance of all laws, regulations, AVANCE's mission and standards of operations, policies, plans and procedures as set forth by the National and Local Board of Directors, through the Executive Director.
Job Responsibilities
- Directs and coordinates direct services assigned by the Executive Director.
- Hires, trains and evaluates personnel, in accordance with agency procedures.
- Directs implementation of program components, including curriculum fidelity, best practices, outreach, and retention.
- Develop new initiatives to support the strategic direction of the organization.
- Assures that all programs under direct supervision reach stated goals and objectives.
- Supervises staff implementing approved programs and services.
- Oversee program evaluation; research and keep updated on industry best practices.
- Assists in preparing grant proposals as requested.
- Monitor and report on government contracts.
- Act as agency liaison with community partner groups.
- Serve on Board Committees and attend/interact with Board Members.
- Represent and make decisions regarding the program department in the absence of the Executive Director.
- Ensure compliance with National headquarters and governmental agencies.
- Prepares preliminary budget each year for program(s) under direct supervision, according to schedule, for next fiscal year and presents to Executive Director.
- Authorizes program expenditures according to the approved budget.
- Prepares accurate and timely program activity reports.
- Assures that staff and personal conduct and public image meet standards described in the agency's personnel handbook.
- Assesses the needs of the participants and staff regarding program implementation and makes recommendations to the Executive Director.
- Direct the delivery of services among different program activities to increase effectiveness and efficiency.
- Arranges training and staff development as determined by program and service needs.

Qualifications
Education
Required:
- Bachelor’s degree in education, business administration and/or human services with equivalent work experience.
Preferred:
- Master’s degree in education, business administration and/or human services.
Work Experience
Required:
- 5-7 years of experience in program management, nonprofit management, or related field.

Travel
- Ability to travel to various sites: Dependable transportation is required daily with a valid driver’s license, a clean driving record (subject to annual MVR (Motor Vehicle Report) check and policy), current auto liability insurance and be bondable by AVANCE, Inc.
- This position can require up to 15% of local travel. The Director of Programs will conduct travel to and from home visits, to partner locations, recruitment events, and to AVANCE Austin sites as required.

- Work is generally performed in a virtual/hybrid work environment (home, on site, off site).
- The noise level in the work environments can be moderate to occasionally loud (examples: business office with computers and printers, light to moderate traffic, human voices).

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Work evenings and weekends as needed.
