BASIC FUNCTION & RESPONSIBILITY: To lead and oversee the Multilingual department and ensure that the development and delivery of bilingual/ESL programs are effective and efficient, incorporate district/department goals, and support student academic and linguistic achievement.
QUALIFICATIONS:
Education/Certification:
- Master’s degree from an accredited college or university
- Bilingual Teaching Certification
Special Knowledge/Skills/Abilities:
- Knowledge of curriculum and instruction related to biliteracy and CBLI.
- Deep understanding of dual language programs.
- Ability to interpret data and interpret student performance based on the district biliteracy trajectory.
- Extensive knowledge of language acquisition.
- Ability to manage budget and personnel
- Ability to implement policy and procedures
- Strong communication, public relations, and interpersonal skills
Experience:
- Three (3) years of related experience, including two (2) years in a supervisory capacity
- Three (3) years of experience as a classroom teacher
- Three (3) years of experience in instructional leadership roles

Management of Administrative, Fiscal and/or Facilities Functions:
Instructional and Program Management:
- Facilitate the development and delivery of a researched based effective and comprehensive state approved Bilingual/ESL programs.
- Participate in district-level decision-making processes to establish and review the district’s/department’s goals and objectives. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques.
- Ensure coordination of program services between all curriculum and instruction programs such as Special Education. Progress monitor the implementation of the district bilingual/ESL programs on an ongoing basis to gauge levels of program effectiveness and student achievement using qualitative and quantitative data.
- Solicit input from teachers and principals to make adjustments to programs where appropriate.
- Collaborate with curriculum specialists, principals, teachers, and other instructional staff to develop, maintain and revise bilingual/ESL documents based on a systematic review and analysis.
- Meet with district and campus leadership teams on a consistent basis to identify trends for emergent bilingual student academic and linguistic achievement and design systems of support to address needs.
- Facilitate and plan bilingual/ESL staff development to meet the district program goals.
- Participate in the implementation of the designated teacher appraisal system.
- Support and supervise multilingual specialists/coordinators through coaching, peer mentoring, modeling and planning.
- Advocate for bilingual and ESL programming at all levels within the district.
Policy, Reports, and Law:
- Implement the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum and instruction area with respect to emergent bilingual students and implement the policies related to the Language Assessment Proficiency Committee Established by the district and required by state and federal laws.
- Compile, maintain, and file all reports, records, and other documents as required by Title 3, Results Driven Accountability, Bilingual/ESL Exception and Waive Application, etc.
Budget:
- Develop and administer the curriculum and instruction budget based on documented program needs and ensure that operations are cost effective and funds meet fiscal regulations.
Human Resources Management:
- Prepare, review, and revise job descriptions for multilingual positions in the curriculum and instruction department as needed.
- Evaluate job performance of employees to ensure effectiveness. Observe and evaluate staff in the Multilingual Department and provide input and recommendations for the Professional Improvement Plans.
- Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.
- Work collaboratively with campus administrators to determine staffing needs for bilingual and ESL program implementation.
- Participate in campus interviews for bilingual teachers to determine language proficiency and program knowledge.
- Attend job fairs to actively recruit bilingual teachers.
Organization Improvement:
- Foster collegiality and team building among department employees; encourage active involvement in the decision-making process by all department employees; communicate expectations for high-level performance to staff; recognize staff achievements; and ensure effective and quick resolution of conflicts among department employees.
- Facilitate communication and collaboration among assigned department personnel and campus administrators to enhance service delivery, program development, and customer satisfaction.
Professional Growth and Development:
- Collaborate with curriculum and instructional specialists to develop and implement training experiences and materials to facilitate the understanding of the language acquisition process and the instructional methods needed when working with emergent bilingual students.
- Follow up with staff by providing feedback on skills and content acquired in trainings.
- Provide targeted campus and district level staff development targeting biliteracy and content based language instruction methods (CBLI)
- Provide targeted observations of classroom instruction and provide feedback and assistance to district specialists to facilitate improvement and implementation of the district language programs.
- Model effective biliteracy and CBLI teaching strategies in classroom instruction upon request.
- Design the district comprehensive professional development plan to the district Exception and Waiver activities.
- Attend professional development to deepen understanding of dual language.
School/Community Relations:
- Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.
- Interpret the Multilingual curriculum and its philosophy to the Associate Superintendent, the administration, the staff and the general public.
- Articulate the district’s mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing the district's mission.
- Use effective presentation skills when addressing students, staff, parents, and the community, including appropriate vocabulary and examples, clear and legible visuals, and articulate and audible speech.
- Use appropriate and effective techniques to encourage community and parent involvement.
- Design parental programs to meet Title 3 requirements.

SUPERVISION EXERCISED: Supervise, evaluate, and recommend the hiring and firing of bilingual instructional supervisors and support staff in the curriculum department.
