OVERVIEW:
We are seeking a highly capable and motivated Buyer to support procurement operations. This role reports directly to the Procurement Director and involves sourcing, subcontract administration, and purchasing activities. The Buyer will be responsible for supplier development and acquiring products and services while managing risks associated with negotiations and contract administration. Key responsibilities include sourcing, pricing, evaluating, negotiating, and procuring materials, equipment, and construction services. The ideal candidate will demonstrate a commitment to excellence, flexibility, and professionalism, with the ability to work effectively with suppliers, consultants, management, and colleagues.
ROLE & RESPONSIBILITIES
- Manage procurement activities with a focus on performance, change control, quality, cost, and schedule management.
- Support complex procurement and subcontract management tasks, including government contracting.
- Work with internal approvers and reviewers to confirm specifications, budgets, and terms and conditions.
- Identify and evaluate potential suppliers for competitive bidding.
- Prepare and manage bidding activities such as Requests for Proposals (RFP), Requests for Quotes (RFQ), and Expressions of Interest (EOI).
- Negotiate pricing, delivery, and shipping terms with suppliers.
- Issue Purchase Orders and other agreements.
- Monitor and expedite orders to ensure on-time delivery.
- Verify receipt of items and resolve any discrepancies with suppliers.
- Approve payments by reviewing invoices and supporting documentation.
- Maintain accurate purchasing records and files.
- Perform other procurement and contracting duties as assigned.
ESSENTIAL QUALIFICATIONS
- Experience in client and supplier relations.
- Three to five years of procurement-related experience.
- Military experience is a plus.
- U.S. Government (DOE or DOD) contracting/subcontracting experience preferred.
- Experience purchasing fabricated equipment, IT software, and commercial items.
- Understanding of quality assurance and export control requirements.
- Ability to thrive in a fast-paced environment with a sizable workload.
- Experience in the nuclear or related industry is preferred.
- Technical or subject matter expertise is a plus, whether through experience or education.
- Strong organizational skills and ability to collaborate effectively in a team setting.
- High level of integrity and trustworthiness.
