Summary: The Human Resources Manager (HRM) is responsible for all HR functions required at B3 Enterprises’ (B3) Ft. Novosel location. The HRM ensures B3 complies with all regulatory requirements and best HR business practices while providing exceptional customer support to B3 employees throughout the full life-cycle of HR functions (pre-employment, on-boarding, benefits, employee relations, special leave, terminations, etc.) The HRM also oversees the distribution and monitoring of B3’s training program. This includes communicating due and delinquent training, maintaining the training completion tracker, and ensuring employee qualifications and currency are up to date.
Essential Duties and Responsibilities: Other duties may be assigned.
- Oversee day-to-day HR functions, including recruitment, onboarding, employee relations, performance management, and offboarding.
- Handle employee relations issues professionally and confidentially, ensuring fair and consistent application of policies.
- Assist managers in the completion of performance reviews and provide coaching and feedback to all employees.
- Track employees on medical leave and ensure proper FMLA and short-term benefit documentation is received.
- Oversee compensation and benefits programs and support annual performance and salary review processes
- Communicate changes to Company/Contract policies and procedures to the workforce.
- Coordinate with corporate HR for all benefit, open enrollment, and other company-wide HR functions that may impact Fort Novosel employees.
- Manage B3 Enterprise’s training program IAW Personnel Qualification Standard (PQS)
- Maintain accurate personnel and training records
- Support process improvement including training, safety initiatives, and professional development.
- Work with EH&S Manager to maintain DOT and FMCSA compliance, including drug & alcohol testing, driver qualification files, and hours-of-service requirements.
- Conduct New Hire follow-ups through site visits to monitor training progress, ensure proper completion of training reports and PQS tasks, and verify that updates are being documented by base field supervisors.
- Ensure that refresher training and documentation are completed for personnel returning from Leave of Absence or Medical Leave, including SPE & SPE Extension Tests.
- Issue training updates every other Friday, aligned with the pay week, per the Annual Training Projection.
- Review open/active training records, including upcoming/overdue evaluations, SPEs, bi-monthly training, and New Hire make-up training.

Education and/or Experience:
Must possess a bachelor’s degree or higher in Human Resources from an accredited institution. Must have strong knowledge of employment laws and HR best practices with at least five years of experience in Human Resources. Must be able to speak, read, and write English.
Certificates, Licenses, Registrations:
Valid Driver’s License
Other Skills and Abilities: Proficient in Microsoft Office programs, professional typing and data entry skills, proficient in computer and internet functions, and radio operator experience. Ability to interface with all levels of personnel. Working knowledge of Federal Motor Carrier Safety Regulations. Excellent communication, interpersonal, and penmanship skills.
