Project: Construction Management Services – Marquette Greenway Trail, Indiana Dunes National Park (INDU 305176)
Location: Indiana Dunes National Park, Lake St. at Paul H. Douglas Center for Environmental Education to County Line Rd., Gary, Indiana
Overview
BizSolutions 360, Inc. (B360) is seeking an experienced Construction Management Representative (CMR) to oversee construction activities for the Marquette Greenway Trail project at Indiana Dunes National Park (INDU). The project will formalize a multi-use asphalt trail along an existing railroad ballast, replace an existing pedestrian bridge, and construct associated trail connections while ensuring environmental and cultural resource protections.
The CMR will provide on-site construction management, ensuring contractor compliance with plans, specifications, safety, and quality assurance requirements while minimizing disruptions to park operations and visitor access.
Responsibilities
- Quality Assurance & Oversight: Serve as the on-site representative to monitor construction contractor performance, ensuring compliance with project specifications, safety regulations, and environmental protection measures.
- Daily Reporting & Documentation: Prepare and submit daily and weekly reports, including photographic documentation of construction progress and site conditions.
- Contract Compliance & Coordination: Review contractor submittals, RFIs, change orders, and construction schedules to ensure alignment with project goals.
- Safety & Environmental Compliance:
- Conduct safety inspections in accordance with OSHA standards.
- Ensure adherence to NPS quality requirements (01-40-00).
- Enforce environmental and cultural resource protection measures.
- Verify compliance with erosion prevention and sedimentation control requirements under NPDES regulations.
- Stakeholder Communication: Coordinate with NPS representatives, contractors, and local authorities to ensure smooth project execution while minimizing disruptions to park visitors.
- Construction Meetings & Closeout: Organize and document pre-construction meetings, weekly progress meetings, and final punch list inspections.
- Technical Support to COR: Assist the Contracting Officer’s Representative (COR) with cost estimating, progress payments, and contract closeout procedures.
Qualifications
- Experience: Minimum of 5 years in construction management, quality assurance, or a related field, with experience in multi-use trail construction, asphalt paving, bridge replacement, and site preparation.
- Technical Skills:
- Expertise in roadway embankments, culverts, minor asphalt pavement, and concrete pavement.
- Proficiency in construction project management software (e.g., ProjectTeam, MS Project, Primavera).
- Strong knowledge of federal construction contracts, quality control plans, and environmental compliance.
Certifications & Education:
- Completion of a state-approved training or certification program concerning erosion prevention and sedimentation control with respect to construction stormwater discharges as regulated by NPDES. Professional civil engineer/landscape architecture licensure can substitute for this requirement.
- OSHA 30-hour Construction Safety Certification required.
- Bachelor’s degree in Construction Management, Civil Engineering, or a related field preferred.
- Professional certifications in paving, bridge construction, or concrete inspections preferred.
- Government Experience: Prior experience working with federal agencies such as NPS or DOI is highly desirable.
Work Schedule & Location
- Full-time, on-site presence required during all construction work activities.
- Schedule: 8-hour shift, Monday to Friday (occasional weekends as needed)
- Work Location: Indiana Dunes National Park, Gary, IN
