Company Description

The Bakersfield American Indian Health Project (BAIHP) is an Urban Indian health program funded by the Indian Health Service as an outreach and referral center. It is the only Indian health care facility in Kern County. BAIHP serves a client population representative of over 220 tribes across the nation, who currently reside in Kern County.


Role Description

The Director of Finance is charged with ensuring the stability of Bakersfield American Indian Health Projects’ finances. This position reports directly to the Chief Executive Officer and works closely with both BAIHP’s Board of Directors and management team. Under general direction, the Director of Finance provides leadership, management, direction, planning, and goal setting for the BAIHP Finance Department to ensure the delivery of quality financial programs and activities. The Director is responsible for strategic and financial planning of the Finance Department and ensures highly responsible professional and financial assistance to operating departments, and the Board of Directors; including but not limited to the preparation and/or administration of BAIHP financial statement, budget, payroll, financial reporting, investment, purchasing and disbursement activities.

Responsibilities:

  • Supervises Finance Department staff, which includes the prioritization of work plans, evaluating performance, monitoring progress reports and projects, interpreting policies and procedures, recommending updates and improvements to policies and procedures, recommending finance department hiring and termination of personnel, and providing training and development for staff.
  • Directs the work of the department by developing, implementing, and managing department goals, objectives, and policies.
  • Supports the Finance team by planning, directing, and coordinating, with staff, the Finance Department's work plan; assigns projects and areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems. Interfaces with Finance Department staff to maintain accurate and timely information for all internal and external reporting of monthly, quarterly, and annual financial statements, budgets, and other required reporting.
  • Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes. Analyzes contracts, grants, and financial regulations and directives to determine necessary steps to assure effective and timely compliance.
  • Supervises and ensures that the finance department meets expected standards by monitoring financial statements, including balance sheets, income statements, and budget to actual reports to ensure sound fiscal control; establishes and maintains internal control and ensures that BAIHP budget, accounting systems, and financial statements and reports comply with all appropriate legal and regulatory requirements (i.e. contracts, grants, and GAAP/GASB).
  • Oversees and reviews the monthly reconciliation of all balance sheet accounts.
  • Responsible for providing supervision, training, and evaluation of the accounting system, internal controls, and general fiscal and business management, to ensure accuracy of tracking all business activities.
  • Manages and maintains external and compliance reporting following administrative requirements, cost principles, and procurement standards applicable to programs, specifically as they pertain to contracts, grants, OMB Circular A-87, OMB Circular A-133, and other specific grant expectations. Meets all financial Conditions of Participation of Centers for Medicare and Medicaid (CMS) requirements for financial management.
  • Works with the Finance team to develop ad-hoc reports, schedules, and analyses for management and Chief Executive Officer (CEO), and other members of the BAIHP managerial team.
  • Develops, tests, and implements financial reports for preparation of Medicare cost reports and Indirect Cost Rate proposals, as applicable.
  • Works with the Finance team to ensure the timely completion and accuracy of the BAIHP budget and financial reports, including preparation of forecasts, cash flow projections, and projections for issuance of debt and financing of capital improvements.
  • Oversees preparation of the operating and capital budgets based on management and departmental input. Assists the CEO in obtaining annual, and interim amended, budget approval from the Board of Directors.
  • Provides professional financial advice to management regarding departmental and grant budgets.
  • Effectively communicates complex financial concepts and information to management and the Board. Creates and delivers financial presentations to the board of directors.
  • Responsible for planning and generating financial forecasts for the organization.

Qualifications:

  • Valid California driver’s license and DMV report with fewer than two (2) infraction points within a 12-month period and automobile insurance
  • Zero Major Moving Violations in the past 4 years
  • Required High School diploma/GED.
  • Master’s degree in Accounting, Finance, or related discipline.
  • Demonstrates proficiency in communication and written skills.
  • Language Skills: Ability to read, analyze and interpret general and professional documents.
  • Ability to write routine reports and correspondence.
  • Ability to foster teamwork; train and direct the work of team members and colleagues
  • Excellent organizational skills, including the ability to work productively and make independent decisions.
  • Familiar with electronic healthcare records systems.
  • Proficiency with using computer-based applications (e.g. Microsoft Office) and clinical information management systems.

Experience:

  • Minimum of five (5) or more years of accounting and/or finance experience.
  • Minimum of five (5) years working for a nonprofit organization.
  • Minimum of five (5) years as a department head or leadership position.
  • Minimum of five (5) years of grants financial management experience.


Salary : $90,000 - $110,000
