The Program Manager also serves as Administrator to the Baltimore County Community Reinvestment and Repair Commission (CRRC). This position reports directly to the Division Chief who also serves as an ex-officio member on the Commission. The CRRC Program Manager manages multiple projects simultaneously that have significant variability in scope, complexity, and stakeholder interests as well as geographic dispersion. Projects may include a traditional study or project or team facilitation requiring content knowledge, process management, or a combination of competencies.
Must have extensive knowledge of civil and human rights laws including the 1964 Civil Rights Act and be familiar with the State of Maryland Cannabis Reform Act of 2023. Must also have experience with grants management.
The position must meet deadlines, assess the efficiency and effectiveness of staff work, track metrics, and communicate progress to upper management and stakeholders as appropriate. The ability to communicate effectively orally and excellent writing skills are needed. Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures. Ability to plan, assign, and supervise the work of subordinate employees (Compliance Specialists).
This position requires the ability to work independently, to have knowledge of and be able to interpret applicable state and federal laws and regulations, and to implement projects that address the necessary laws and regulations and support the Community Reinvestment and Repair Fund and Commission mission.

Graduation from accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field

six years’ experience performing professional fiscal, administrative, and analytical duties, two years of which were in a supervisory capacity.
(Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in business administration, public administration, or a related field beyond a bachelor’s degree may be substituted on a year-for-year basis for the non-supervisory experience.)

EXAMPLES OF ESSENTIAL DUTIES
- Manages the day-to-day operations of the Community Reinvestment and Repair Commission. This includes though is not limited to engaging with the County’s Division of Grants Management to coordinate the review of grant proposals and funding recommendations.
- Works closely with CRRC members to facilitate the development and reporting of recommendations for the relevant fiscal years for the use of funds.
- Works closely with CRRC members to prepare and submit report to the County Executive, County Administrative Officer, the Governor, the State Senate Budget and Taxation Committee, and State House Appropriations Committee.
- Supervises Compliance Specialists in developing and conducting trainings to ensure that Baltimore County constituents and employees are oriented with and receive ongoing updates on diversity, equity and inclusionary laws and best practices, including the 1964 Civil Rights Act and other legislation. This also includes the Cannabis Reform Act of 2023, and County Bill 37-23 which established the CRRC and Special Revenue Fund. Ensures compliance with the provisions of applicable local, state and federal laws.
- Develops strategic efforts and engages with CRRC members to support disproportionate and low income communities and individuals impacted by the cannabis prohibition.
- Performs and supervises the planning, organizing and implementation of outreach activities and public presentations to inform community and advocacy groups regarding the CRRC, special fund and ongoing strategic efforts.
- Prepares and presents comprehensive briefings to the Executive Director on CRRC efforts.
- Coordinates meetings with the County Executive as well as the public on an ongoing basis.
- Serves as the County’s representative on local, state and national human and civil rights organizations.
May represent the Chief of Diversity and Inclusion Officer or the County at meetings or on committees. Performs other related duties as required.
