A Non-Merit vacancy exists in the Department of Health and Human Services, Bureau of Behavioral Health, Harm Reduction Unit.

The Human Services Associate/Harm Reduction and Naloxone distribution is responsible for overseeing the stocking, tracking, and distribution of naloxone and other harm reduction supplies in public health vending machines. This position ensures that vending machines are well-maintained, supplies are available to those in need, and the data collection supports program evaluation and improvement.
Examples of Essential Duties
- Vending machine Oversight and inventory management.
- Ensure public health vending machines are regularly stocked with naloxone, fentanyl and xylazine test strips, and other harm reduction supplies as appropriate.
- Track supply levels, monitor usage trends, and coordinate restocking schedules.
- Maintain accurate inventory records and ensure compliance with program guidelines.
- Community Engagement and Education
- Provide education on overdose prevention, naloxone administration, and harm reduction practices to vending machine users and community partners.
- Collect data on vending machine usage
- Prepare reports for health department leadership and community stakeholders
- Work collaboratively with community harm reduction organizations, treatment providers, law enforcement and public safety agencies
- Advocate for policies and programs that expand access to harm reduction resources and reduce barriers to care
- Ensure adherence to public health regulations, grant requirements, and harm reduction best practices
- Maintain safe and ethical handling of supplies

Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science.
(Experience as described in essential duties may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills and Abilities (Entry Level)
- Knowledge of harm reduction principles, opioid overdose prevention, and community health resources
- Strong organizational skills with the ability to manage inventory and data collection
- Ability to work independently and as part of a multi-disciplinary team
- Excellent interpersonal and communication skills, with a commitment to nonjudgmental, person-centered care
- Experience working with people who use drugs (PWUD) and marginalized communities
- Familiarity with harm reduction laws, policies, and funding mechanisms
- Understanding of social determinants of health and how they impact substance use and harm reduction needs
- Strong problem-solving and critical thinking skills
- Flexibility to adapt to emerging public health trends and community needs
Licenses and Certificates
This position requires a valid driver's license equivalent to a non-commercial, class C Maryland driver's license at the time of appointment.
