Regular Schedule:  20 Hours Per Week. Grant funded by the National Recreation and Parks Association (NRPA), which concludes September 2025.

A Non-Merit vacancy exists Department of Recreation and Parks, Youth Mentoring Program. 

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Job Purpose
Under general supervision, and through a Youth Mentoring Program grant funded by the National Recreation and Parks Association (NRPA), performs professional program design, facilitation, training and evaluation duties.

Essential Job Duties
  • Assists the Department in creating the framework for a youth mentoring program serving youth ages 8-11.
  • Works collaboratively with NRPA to develop a successful youth mentoring program.
  • Expands the youth mentoring program to operate in the majority of departmental recreational facilities by September 2025.
  • Facilitates a pilot youth mentoring program. 
  • Facilitates expanding the youth mentoring program to operate in additional facilities throughout the term of the grant.
  • Writes a comprehensive program plan for a youth mentoring program using the NRPA youth mentoring framework as a guide.  
  • Includes policies and procedures for implementation.
  • Proposes and prepares program supply needs and equipment.
  • Prepares the supplies and equipment necessary to operate the youth mentoring program. 
  • Analyzes program needs, equipment needs and department capacity. 
  • Proposes ways to meet the needs.
  • Identifies and recruits' partners to support program implementation.
  • Collects and compiles data. 
  • Performs statistical analysis of data.
  • Analyzes and evaluates the effectiveness of policies, procedures, operations and methods.
  • Designs and conducts evaluations of the youth mentoring program’s effectiveness and engagement. 
  • Writes evaluation report.
  • Submits quarterly grant reports and reimbursement requests.
  • Designs and conducts a program and workshops to train Department staff on youth mentoring.
  • Provides advice and guidance to Department staff regarding youth mentoring policies, procedures and metrics required for reporting.
Examples of Other Duties
May represent the department at meetings or on committees.
Participates in special projects as assigned.
Performs other related duties as required.

Graduation from an accredited college or university with a bachelor’s degree, preferably in business administration, public administration, education, social work or a related field.

Experience involving the analysis and evaluation of budgets, systems, policies, procedures, organizations, programs and youth mentoring may be substituted on a year-for-year basis up to a maximum of four years for the required education.

Preferred Qualifications
Knowledge of Spanish in addition to English

  • Knowledge of Baltimore County geography.
  • Skill in designing, facilitating, operating and evaluating youth mentoring programs.
  • Skill in designing and carrying out youth mentoring training materials. 
  • Skill in training colleagues, coworkers, peers, subordinates and superiors in youth mentoring.
  • Skill in establishing professional relationships with members of the community, businesses and local partners. 
  • Skill in mentoring youth.
Licenses and Certificates:
Possession of a valid non-commercial class C Maryland driver’s license or an appropriate equivalent.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. The work of this position mostly sedentary but involves travel between work sites. 

Must have valid driver’s license and reliable transportation.
