A Non-Merit vacancy exists in the Department of Housing and Community Development.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

The Rental Subsidy Lead Specialist- Mobility, under supervision, is the lead worker providing specialized services in the areas of eligibility determination, leasing, and quality control review for rent subsidy programs, handles special cases, and provides guidance and direction to other workers. In quality control, the Lead Specialist is responsible for reviewing cases in several program categories, and for completing a required number of cases each month. The work of the Mobility Lead Specialist does not involve supervisory responsibility.
Essential Duties
- Mobility Counseling
- Under general supervision, the Lead Specialist is assigned complex cases requiring special handling. The Mobility Lead Specialist assists the supervisor in maintaining work quantity and work quality standards. The Mobility Lead Specialist gives guidance and direction to a group of workers for minimum of 59% of the time.
- Develops and implements outreach and marketing strategies to recruit new owners/landlords with rental units located in areas of opportunity within Baltimore County.
- Drafts owner/landlord and voucher holder outreach materials, such as newsletters, flyers, email blasts, and web announcements for outreach and marketing purposes.
- Coordinates and develops the schedule of classes and workshops for the Mobility Counseling Program.
- Quality Control.
- Under general supervision, the Mobility Lead specialist reviews cases processed by team members to assure accuracy and compliance with federal regulations and local policy.
- The Lead Specialist is responsible for identifying causes of errors, and for recommending corrective action.
- The Lead Specialist is assigned the more complex cases and works with more independence.
- Review all Mobility Counseling cases to ensure successful outcomes for program participants.
- Recruits HCV participants for the Mobility Counseling Program
- Creates marketing materials for Mobility Counseling Program
- Reviews cases management performed by Mobility Counselors
- Reviews team members’ files for accuracy and compliance with federal and local requirements.
- Reviews complex files to investigate problems and recommend resolutions.
- Reads reports and applies that information to the review of files and records.
- Calculates income, assets and deductions (eligibility) to verify benefit level, and rents, utilities and payment standards as needed.
- Interviews families and landlords to verify information in case records.
- May make visits to families and landlords to gather information.
- Contacts sources to verify information relative to eligibility determinations and leasing services.
- Determines causes of file errors and recommends corrective action.
- Records information and classifies and codes errors for statistical analysis.
- Performs other related duties as assigned.
Bachelor's degree from an accredited college or university
- Knowledge of Section 8 Programs, HUD regulations, and local policies and procedures.
- Knowledge of basic arithmetic required to calculate income, assets, deductions, utilities, rents, tenant rents, housing assistance payments, and utility allowances.
- Ability to interview to obtain factual information.
- Ability to review the application of regulations and policies.
- Ability to collect and organize statistical information and write clear and concise reports.
- Ability to read and interpret federal regulations.
- Ability to organize and complete work according to assigned schedules.
- Ability to work with team members, clients, landlords, and the public.
- Ability to learn supervisory techniques.
