Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the Department of Housing and Community Development. 

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Definition of Responsibility
The Mobility Supervisor is key personnel within the Housing Choice Voucher Program providing support, service and resources to Housing Choice Voucher program families and private market landlords. This role will focus on the creation of housing opportunities for individuals and families who experience barriers to housing stability by creating, building, and maintaining long-lasting relationships with BCOH partners and stakeholders.

Essential Duties
  • Supervises and oversees the mobility team including delegating tasks and ensuring team members are effectively performing duties to support the Housing Choice Voucher Program families.
  • Leads the coordination of partnerships with community-based organizations and government agencies.
  • Develops and maintains relationships with landlords that provide housing in the private rental market for program participants.
  • Conducts outreach to landlords, landlord groups and/or associations, present information about the program(s), and build landlord partnerships.
  • Organizes, builds and implements strategies to provide effective and equitable services to County residents.
  • Proactively seeks out and identifies available housing units and collaborate with landlords and case managers to support client housing placement and retention.
  • Assists clients with negotiating leases with landlords.
  • Organizes, builds and implements strategies to provide effective and equitable services to County residents.
  • Works with the Inspections Supervisor to create a process to include unit moveout inspections.
  • Organizes, builds and implements strategies to provide effective and equitable services to County residents.
  • Records, tracks and disseminates information on identified available housing units.
  • Makes regular data entries and maintain housing resources database.
  • Serves as an information resource by conducting research, assembling data, and performing special projects.
  • Creates and maintain resource guides on local area housing market, local landlords, tenant rights, eviction prevention, financial advice and other topics to assist families in securing and maintaining housing.
  • Prepares and delivers presentations about housing resources to staff, current and potential program participants and other service providers.
  •  Prepares and delivers orientations to the HCV participants including but not limited to tenant education workshops (i.e., how to do a housing search, how to be a good tenant, tenant rights and responsibilities, etc.).
  • Completes and maintains required records, files, correspondence, and statistics in a timely, clear, thorough, accurate, and legible manner.
  • Prepares reports and presentations as required.
  • Performs other duties as assigned.

PLUS
Two to four years of experience in a similar public facing position that includes presenting educational materials and resolving issues related to housing or community service.

(Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.)

Knowledge, Skills and Abilities
• Knowledge of HUD and Housing Authority policies, procedures, and practices pertaining to the Housing Choice Voucher (Section 8) programs, regulations and procedures.
• Knowledge of the Baltimore County rental market and general knowledge of real estate practices are a plus.
• Possess a high degree of proficiency in Microsoft Office products including Word, Excel, Access and Outlook and otherwise to be effective without close clerical support.
• Must be capable of effectively leading and supervising a team.
• Demonstrate ability to get along with others effectively to manage conflict, to participate as a team member, and to give and accept criticism constructively.
• Write clearly and informatively, edit work for spelling and grammar, vary writing style to meet needs, present numerical data effectively, able to read, write and interpret documents of a technical nature.
• Ability to analyze problems, identify alternative solutions, project consequences of proposed action and implement recommendations in support of goals.
• Have a high regard and ability to meet schedules and timelines, demonstrate excellent ability to work independently with little direction.
• Ability to engage a wide variety of people with a high level of professionalism, courtesy and good humor, including culturally, socially and economically diverse populations, seniors, persons with disabilities, contractors, and professional colleagues.
• Show a strong commitment to maintain confidentiality in all assignments as directed.

Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.  Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Physical and Environmental Conditions
The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
