Definition of Responsibility
The Social Worker III will be responsible for collaborating with other human service agencies, supervising clinical staff, monitoring budgets and grant expenditures, working with providers, monitoring contracts for performance and compliance, preparing grant proposals and reporting on service/program/initiative implementation, which includes a multi-tiered system of supports.

Under general supervision, will assist in the planning, development, and management of relationships and a full range of services/programming/initiatives related to providing linkage to care and short-term case management and community engagement. Serving as a facilitator to various groups convened to review and discuss current service delivery, gaps in service delivery and opportunities to collaborate and coordinate efforts to residents utilizing multiple agencies throughout the county.
Examples of Essential Job Duties
- Developing policies and procedures and supervision of their implementation.
- Managing broad services/programming/initiatives for the Consortium Hub.
- Facilitating short-and long-range planning, monitoring of all components of the services/programs/initiatives and coordinating them into a cohesive functioning entity.
- Evaluating overall service/program/initiative effectiveness and recommending of modifications as necessary.
- Monitoring of state contracts for compliance to conditions of award.
- Supervising staff who are responsible for service/program/initiative oversight and providing technical assistance as needed.
- Coordinating services/programming/initiatives with other County, State, and community resources and programs.
- Preparing grant proposals and Requests for Proposals pertaining to the services/programming/initiatives.
- Preparing internal and external reports for outcomes and performance.
- Monitoring budgets, and supervising staff who are responsible for fiscal actions related to services/programming/initiatives.
- Preparing or revising legislation pertaining to the services/programming/initiatives.
- Identifying, establishing and ensuring management of information systems for services/programming/initiatives.
- Representing/Acting in a leadership role for the Team in interagency meetings, committees and conferences.
- Selecting and evaluating employees and/or service providers within the Team.
- Providing clinical or programmatic supervision to subordinate supervisors, case managers, and/or service providers.
- Providing administrative supervision to professional clinicians and team members.
- Providing supervision and oversight of the daily operation of services/programming/initiatives staff for the Community Support Partnership Team in the Bureau of Bureau of Behavioral Health.
- Preparing and delivering public and in-service educational opportunities.
- Preparing and delivering community presentations concerning Community Supports Partnership resources and Baltimore County behavioral health resources.
- Supporting a coordinated response to any critical incidents/events impacting a local public school.
Represents the agency or program at meetings and conferences and on boards or committees. Participates in public relations and education regarding services provided. Performs other related duties as required.

Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education.
Plus
Four years' experience rendering professional social work services.
Education beyond a master's degree from an accredited college or university in the field of social work may be substituted on a year-for year basis, up to a maximum of two years for the required experience.
Preferred Experience
Experience in working with diverse populations, including individuals with Limited English Proficiency, to provide community engagement, linkage to care and social supports and short-term case management. Knowledge and understanding community benefits available to uninsured/underinsured individuals, such as Medicaid, Medicare, SNAP and WIC.

Information for Testing Special Skills or Qualifications
- Must have knowledge of mental health diagnoses, substance use disorders and the Public Behavioral Health Service system.
- Must have experience with providing supervision of professional staff, monitoring budgets and fiscal oversight of programs, preparing and responding to grants and Request for Proposals, and writing reports related to program performance and outcomes.
- Must have experience providing training.
- Must be detail oriented and able to work independently and manage a variety of tasks.
- Must have experience navigating state and local government relationships related to large system partnerships.
- Preferred experience with monitoring budgets and fiscal oversight of programs, preparing and responding to grants and Request for Proposals, and writing reports related to program performance and outcomes.
- Preferred training in/knowledge of the Collective Impact Model.
Licenses or Certificates
Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application.
Some positions require possession of a LCSW-Clinical license issued by the Maryland State Board of Social Work Examiners at the time of application.
Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for positions at the time of appointment.

EXAMINATION PROCEDURE

Physical and Environmental Conditions
